About this opportunity

The City of Phoenix, Office of the City Engineer, Street Transportation Department, is soliciting qualifications from contractors to provide on-call pavement surface treatment services under a Job Order Contract (JOC) structure for work throughout Arizona. The procurement seeks qualified contractors to deliver virgin aggregate and recycled asphalt pavement (RAP) micro surfacing on arterial and major collector streets, slurry seal on residential and minor collector streets, RAP crushing and screening, surface preparation, crack seal, asphalt patching, and scrub sealing services. Up to two contractors will be selected through a two-step qualifications-based selection process, with a mandatory pre-submittal meeting scheduled for 9:00 am on Monday, April 20, 2026, at City Hall in Phoenix. Statements of Qualifications must be submitted electronically through the City's Procurement Portal at https://procurement.opengov.com/portal/phoenix by 12:00 pm on Friday, May 1, 2026, limited to 12 pages maximum in PDF format only. Finalists will be notified in mid-May 2026, with the Request for Proposal issued June 15, 2026, RFP responses due June 30, 2026, contract selection notification expected in July 2026, a JOC Workshop in August 2026, and a contract effective date of October 1, 2026. The evaluation criteria are weighted as follows: General Information (150 points), Experience and Qualifications of the Firm (250 points), Experience of Key Personnel (250 points), Approach to Performing Required Services (350 points), and Reference Checks (21 points), totaling 1,021 points. Contractors must hold appropriate Arizona contractor licenses, provide performance and payment bonds equal to each Job Order amount, maintain project records in UNIFIER (an ASP web-based project management database), submit a bonding statement from a Surety Company rated A- or better, and ensure they are in good standing if currently holding City of Phoenix contracts.

A Small Business Enterprise (SBE) subcontracting goal of 6% has been established for this project, with contractors required to demonstrate good faith efforts to utilize certified SBE firms on each Job Order Agreement and annually throughout the contract term, with supplier and broker utilization capped at 25% of the total SBE goal. Contractors must submit a Statement of Proposed SBE Utilization for each Job Order Agreement and maintain monthly compliance reports through the City's online database at https://phoenix.diversitycompliance.com, with reports due by the 15th of each month. Contractors must also comply with Arizona Revised Statutes Section 34-221(G) requiring prompt payment to subcontractors within seven calendar days of receipt of progress payments from the City. Failure to meet annual SBE goals or demonstrate good faith efforts may result in noncompliance status, potentially triggering payment withholding (10-100%), contract rejection for one year, or contract cancellation. The initial JOC term is 36 months or $18 million per contractor (whichever occurs first), with an option to renew for an additional 24-month term or the balance of the maximum contract amount for a total contract not to exceed $30 million per contractor, with each individual Job Order Agreement not exceeding $4 million in construction costs.
