About this opportunity

The City of Ocala is requesting bids on stormwater video inspection, cleaning, ground penetrating radar, and grout sealing services under ITB 260199, with bids due July 6, 2026, and a non-mandatory pre-bid meeting held June 23, 2026.

Bidders must hold either a Florida General Contractor or Certified Underground Utility Contractor license and possess Advanced MOT (Maintenance of Traffic) Certification or subcontract those services; confined-space certification is also required. Minimum five years' experience in stormwater TV, cleaning, and lining services is mandatory. Required insurance includes Commercial General Liability of $1 million per occurrence / $2 million aggregate and Commercial Automotive Liability of $1 million combined, plus Workers' Compensation per Florida statute.

The scope encompasses video inspection of conveyance pipes ranging from 12 to 72 inches in diameter; light, medium, and heavy cleaning at various pipe sizes; quarterly inspection and cleaning of baffle and nutrient-removal filtration boxes; Cured-in-Place Pipe (CIPP) lining with pre- and post-lining inspections; ground penetrating radar void detection using three-pass scanning; and soil stabilization grouting. Work is performed throughout the city along rights-of-way, roadways, easements, and other designated sites, coordinated through City Project Manager Brian Herrick. Emergency response calls must be answered within three hours. The contractor bears all debris disposal, site restoration, traffic control, mobilization, and equipment costs.

The initial contract term is three years with two optional one-year renewal periods. Price increases for renewals are subject to city negotiation and capped at three percent annually unless mitigating market conditions apply, with vendors required to submit CPI-U justification at least 90 days prior to term expiration. Pricing is submitted on a unit-price basis for 19 base line items and 50 optional line items; estimated quantities do not represent guaranteed minimums. Award is made to the lowest responsive and responsible bidder. Addendum 1 (June 15) and Addendum 2 (June 25) clarify licensing acceptance and disposal responsibilities for baffle-box and nutrient-box cleanouts, respectively.
