About this opportunity
Hillsborough County Engineering and Operations Department is requesting bids on a term contract for culvert repair and replacement work throughout Hillsborough County under IFB-26-00286, with bids due October 20, 2026 at 2:00 p.m. Eastern Time. This is a CDBG-DR funded project and a competitive solicitation with no set-asides.
The scope encompasses as-needed culvert repair and replacement, storm sewer installation (including cross drains, side drains, manhole and inlet structures), CIPP lining of existing storm sewers, roadway construction and restoration, retention/detention pond construction, and potable water, reclaimed water, and sanitary utility relocations. Work is primarily located in Hillsborough County north of I-4 and I-275, though assignments may extend throughout the county. The contractor must hold either a Florida Certified General Contractor (CGC) or Registered General Contractor (RGC) license. Work will be ordered on an as-needed basis through individual work orders negotiated separately; bidders must submit detailed proposals within fourteen calendar days of each work order request. Individual work orders cannot exceed 10 percent non-priced items (NPI) value without department director approval. A $700,000 allowance for NPI represents the maximum expenditure during the contract term.
The estimated contract value is $18,258,390.04 over a three-year term. All progress payments are subject to 5 percent retainage. Liquidated damages are $1,556.50 per day for substantial completion delays and $896.50 per day for final completion delays. Bidders must submit earnest money equal to 5 percent of the bid amount; the selected contractor must provide performance and payment bonds each equal to 100 percent of the contract amount within ten days of award. Pricing is based on unit rates from the bid proposal multiplied by actual quantities in final construction plans. Work must comply with FDOT Standard Specifications for Road and Bridge Construction FY 2026-27 and Hillsborough County Public Works Standard Specifications for Construction, October 2025 Edition. The contractor must comply with Florida Trench Safety Act requirements (29 CFR Part 1926.650, Subpart P), maintain comprehensive general liability ($1,000,000 to $5,000,000), automobile liability ($300,000 to $1,000,000), workers' compensation, and other specified insurance with A.M. Best ratings A- Class 7 or better from Florida-authorized carriers. A Construction Apprenticeship Program incentive of up to 30 percent of apprentice costs (maximum $100,000) is available if applicable.
Addendum No. 1 (September 17) confirmed the October 20 bid deadline. Addendum No. 2 (September 23) made contract award, execution, Notice to Proceed, and Work Orders conditional on completion of environmental reviews and receipt of written clearance from federal and state funding authorities; final technical scope may be modified based on environmental findings. Addendum No. 3 (September 24) incorporated Manatee Exclusion Devices and Endangered Species requirements into Supplemental Specifications. A Cone of Silence is in effect; bidders may communicate only with the Director of Procurement, Procurement Services Department staff, or the county's assigned attorney regarding the procurement. Bids must be submitted electronically through the County's Euna Procurement system.
