About this file

This is a Florida Trench Safety Act Certification and Disclosure Statement required by Hillsborough County, Florida for bidders on the Stormwater CRRP Construction WORCS Contract CDBG-DR North. The document mandates that all bidding contractors acknowledge and commit to compliance with the Florida Trench Safety Act, which establishes Federal excavation safety standards set forth in 29 CFR Part 1926.650, Subpart P as the interim State standard. The contract involves as-needed culvert repair and replacement work throughout Hillsborough County's stormwater infrastructure network, with work primarily located north of I-4 and I-275, though assignments may occur throughout the County. The total contract value is estimated at $18,258,390.04, and work will be ordered on an as-needed basis.

Bidders must disclose itemized costs associated with trench safety measures, including specific excavation safety systems, linear footage of trench excavation, unit costs, and extended costs for each safety measure employed. The disclosure is mandatory for procedural compliance with the Florida Trench Safety Act but does not constitute the full extent of the contractor's safety obligations. Contractors bear sole responsibility for selecting geotechnical data and designing appropriate trench safety systems, and they must expend any additional funds necessary for compliance with applicable trench safety requirements at no additional cost to the County unless otherwise provided in the contract documents. Acceptance of a bid does not represent County evaluation of cost adequacy or relieve the contractor of responsibility for full compliance with applicable safety standards.
