About this opportunity

Boulder County Housing Authority (BCHA) is requesting proposals for comprehensive snow and ice removal services at all BCHA-owned and operated sites throughout the 2026–2027 winter season, with proposals due September 16, 2026. A non-mandatory pre-proposal meeting is scheduled for September 3, 2026, at 9:00 a.m. Mountain Daylight Time via Microsoft Teams.

The scope encompasses snow shoveling, plowing, ice treatment, and snow storage management across approximately 47 properties located in Boulder, Lafayette, Longmont, Louisville, Lyons, Niwot, and Nederland, Colorado. Snow removal commences once accumulation reaches 1 inch on sidewalks, steps, stairs, entrance ramps, and ADA-accessible areas; parking lot and drive plowing begins at 2-inch accumulation and must be completed within 24 hours of snowfall, with continued service every 6–12 hours during active storms. Ice control services are limited to ADA-accessible parking spaces and their access aisles. Services must be available during evenings, weekends, and holidays. The contractor must attend a mandatory orientation meeting prior to commencing work and submit all proposed snow-removal equipment and ice-melt products for BCHA approval. All salt and ice-melt products must be CDOT and EPA-approved and environmentally friendly. The contractor shall maintain detailed records including snow depth measurements, photographs, time on site, work completed, and materials used, available for BCHA review. Multiple contractors may be awarded.

Pricing is structured on a cyclical fee schedule basis with contractors free to propose per-event rates, monthly rates, or unit-based rates. If a flat per-event or monthly rate is established, multiple required plowing cycles during a single storm event are included without separate billing; unit pricing allows billing for each plowing cycle after included seasonal events are exhausted. Invoices are due by the last working day of the month following service completion and must itemize services, parts, and labor by property location.

Evaluation criteria assign 40 points to Technical Approach & Service Capability, 35 points to Experience, Past Performance & Qualifications, and 25 points to Pricing, totaling 100 possible points.

The contractor must maintain Commercial General Liability with $1 million each occurrence and $2 million general aggregate, Workers' Compensation at statutory limits with $100,000 Employer's Liability each accident, and name BCHA and Boulder County as additional insured parties.

Work authorization occurs only upon issuance of a written task order. BCHA retains sole discretion to determine if work meets satisfactory completion standards and may terminate the contract with seven days' written notice. Questions should be directed to procurement@bouldercounty.gov.
