About this file
This is Addendum 1 to RFP-307-26 for snow and ice removal services issued by the Boulder County Housing Authority (BCHA) in Colorado. The addendum clarifies service requirements and pricing structures for comprehensive snow removal services across all BCHA-owned and operated properties. Services include snow shoveling, plowing, ice treatment, and snow storage at multiple residential sites throughout the winter season. The addendum addresses 18 frequently asked questions that provide specific scope clarifications for individual properties, including details on which parking areas, sidewalks, driveways, and streets are included in the service requirements. Key operational clarifications establish that snow removal commences once accumulation reaches 1 inch on sidewalks and stairs, with parking lot plowing beginning at 2-inch accumulation and continuing every 6-12 hours during active storms. The document specifies that ice control services are limited to ADA-accessible parking spaces and their access aisles only. Submissions must be made electronically through the Boulder County Bonfire portal in widely-accessible formats such as PDF, Word, or Excel, with no compressed files or external links accepted.
Pricing for this RFP may be structured as either per-event rates, monthly rates, or unit-based rates depending on the contractor's proposal. If a flat per-event or monthly rate is established, multiple required plowing cycles during a single storm event are included in that rate without separate billing. If unit pricing is used, each plowing cycle is billable according to the specified rates. Contractors must provide one combined per-event price for each property that includes both lot plowing and sidewalk clearing, with separate per-service rates for lot plowing, sidewalk clearing, and ice control provided for post-depletion billing after included seasonal events are exhausted. Invoices are due by the last working day of the month following service completion. The Board of County Commissioners reserves the right to reject any or all bids and to accept the bid deemed in the best interest of the County, with no exceptions made for late submissions regardless of circumstances.

Questions and Answers for RFP-307-26 - ADDENDUM #1
1. Question: Section B. Snow and Ice Removal Spec. - "Snow removal will commence once a depth of 1 inch has fallen on sidewalks, steps, stairs, entrance ramps, and ADA-accessible areas." In the pre-bid meeting, it was stated the contractor should wait until the end of the snow event once snow has stopped falling. Please clarify.
• Answer:
i) Per Event Bidding: The 1-inch trigger establishes the requirement for service. Contractors should be prepared once accumulation reaches 1 inch. However, initial mobilization should occur once snowfall has stopped or significantly decreased—unless conditions require earlier action to maintain ADA access, emergency exits, or essential pedestrian routes
ii) Per Season Bidding: The 1-inch trigger establishes the requirement for service. Contractors should be prepared once accumulation reaches 1 inch.
2. Question: Please clarify when snow plowing should commence. In the pre-bid meeting, it was stated that plowing should not begin until after the event has ended and it has stopped snowing.
Please clarify.
• Answer: See Question #1.
3. Question: Section B. Item 16. - Parking lot and drive plowing must begin when accumulation exceeds 2 inches and is required to be performed within 24 hours of snowfall and every 6-12 hours thereafter during storms." Is each visit to the site for multiple pushes billable? If the contractor is required to perform snow plowing every 6-12 hours, shouldn't each visit be a billable service?
• Answer: The required plowing frequency described in Section B, Item 16—including plowing once parking-lot accumulation exceeds 2 inches and continued plowing every 6–12 hours throughout a storm—is an operational service requirement. Billing for these plowing cycles is determined solely by the Fee Schedule (Exhibit B) and shall comply with the following standards:
i) Billing Basis
(1) If the Fee Schedule establishes a flat per-event, flat monthly, or seasonal rate, all plowing performed during the storm event—including multiple required pushes at 6–12-hour intervals—is included in that rate and not billable as separate visits.
(2) If the Fee Schedule establishes unit pricing (e.g., time-and-materials, hourly equipment rates, per-occurrence pricing), then each plowing cycle conducted in compliance with Section B, Item 16 is billable in accordance with those unit rates.
4. Question: On the Snow Pricing Table sheet there is a column for $ Per Event for each property.
Would you like pricing per event for Lot Plowing and Sidewalk Clearing separately, or together as one combined service?
• Answer: Please provide one combined per-event price for each property that includes both lot plowing and sidewalk clearing. Contractors may include optional breakouts in their proposal for internal reference, but the official pricing for evaluation and award must be one combined per-event rate per property.
5. Question: On the Snow Pricing Table sheet there is a column for number of events included in the monthly cost. There is also reference in the Specifications document that 1– 11″ equals one event, over 12″ is two events, and over 20″ is three events. Is the assumption that once the estimated events per season are depleted the contractor would switch to a per-event pricing model? If so, would you want per-service pricing for lot plowing, sidewalk clearing, and ice control for each property, or would you prefer general time and materials pricing/invoicing? Additionally, does exceeding the priced event count require a formal contract amendment (per the standard BCHA contract template’s “No Additional Services” clause, which references Board approval for services beyond the Not-to-Exceed amount), or is a streamlined time-and-materials mechanism built into this award to cover weather-driven overages?
• Answer: Yes — once the included seasonal event count is exhausted, billing transitions to the per-event rate shown in the Pricing Table.
For the per event rate after depletion, please provide three separate per service rates:
o Lot plowing per event o Sidewalk clearing per event o Ice-control per event This ensures clarity for weather-driven overages.
A contract amendment is not required when weather creates additional events beyond the estimated/priced count. These overages are handled through the per-event pricing mechanism, which is already built into this SOQ.
6. Question: The Specifications document states invoices are due “by the last working day of the month following the month in which the work was completed,” while the BCHA New Services Contract Template states invoices are due by the 15th of the month following service. Which governs for this award?
• Answer: For this SOQ, the governing requirement is the Specifications document — invoices are due by the last working day of the month following the month in which work was performed. Final contract terms are negotiated post award.
7. Question: Please confirm parking lot ice control (de-icing) is limited to ADA-accessible parking spaces only, as stated in the Specifications, and does not extend to general lot surface treatment.
• Answer: Correct — parking‑lot de‑icing is limited to ADA‑accessible parking spaces and their access aisles only. General parking‑lot surface treatment is not included unless explicitly requested by BCHA during extreme conditions.
8. Question: Is shoveling of the back deck steps of the Cleveland properties included in the scope?

• Answer: The scope is limited to the front steps only.
12. Question: Is plowing of the alley or any of the rear parking areas at W. Geneseo included in the scope? Can you confirm the location of 715 W. Geneseo?

13. Question: Are the new sidewalks at Willoughby Corner along Emma St., N. 120th St., and Canterbury Dr. near the traffic circles included in the scope? Are the sidewalks near both community gardens and the playground included as well?
• Answer: Yes, all sidewalks at Willoughby corner will be included in this scope.
14. Question: The Specifications document references additional ice-melt attention required “north of the MF1 and MF2 buildings” at Willoughby Corner due to drainage, shade, and low sun exposure.
Can you confirm which buildings correspond to MF1 and MF2, and the specific boundary of this attention zone?
• Answer: Yes, we can conduct at site walk after the contract has been awarded.
