About this file
This is a General Requirements document for a Request for Bid (RFC) issued by Salt Lake County Contracts and Procurement on behalf of the Sheriff's Office for rotation towing services. The County seeks to expand its supplier pool by adding multiple vendors to an existing towing rotation program. Bidders must be available 24/7, 365 days per year and equipped to tow large vehicles and items in steep canyon areas, off-road terrain, and inclement weather conditions. Towing companies must respond with permanently marked company vehicles and cannot use temporary leased equipment or substitute backup vehicles. Response times are 30 minutes for local areas and 1 hour for unincorporated and canyon areas; failure to arrive within these timeframes results in call cancellation with no charges and dispatch of the next vendor. A pre-bid virtual conference is scheduled for September 24, 2026, at 2:30 PM Mountain Time, with attendance requested via email to Serena Briggs at SerBriggs@saltlakecounty.gov. The resulting contract will be effective upon execution with an expiration date aligned with the existing rotation through February 2030.
This is a no-cost contract for Salt Lake County, with all charges billed to vehicle owners and/or responsible insurance companies pursuant to Utah Administrative Code R909-19. Successful bidders meeting all specifications will be added to the rotation in random order and followed consecutively. Contractors are responsible for all damage to buildings, structures, landscaping, and vehicles resulting from towing operations, as well as cleanup of accident scenes including oil, radiator fluid, and vehicular debris. Required insurance includes workers' compensation, employer's liability, and commercial automobile liability coverage meeting Utah statutory minimums, with policies issued by A.M. Best rated A- or better companies. Contractors must maintain complete and accurate records of all tows and are subject to unannounced audits by Salt Lake County. The County reserves the right to reject any or all bids and purchase towing services from other sources during the contract term.

SHE113487-1
ROTATION TOWING
GENERAL REQUIREMENTS
1.0 SCOPE:
Salt Lake County Contracts and Procurement, on behalf of the Sheriff’s Office, invites your company to bid on providing rotation towing services. The Sheriff’s Office is seeking to increase the supplier pool with multiple additional vendors for the existing rotation towing project. Successful bidders meeting all bid specifications will be added to the resulting tow rotation. Charges resulting from towing services will be the responsibility of vehicle owners and/or insurance.
The perspective bidders must be available 24/7, 365 days a year; the perspective tow company must be equipped to tow large vehicles and items, sometimes in steep canyon areas or off-road, and in inclement weather. The company shall respond with its own equipment, which is permanently marked with the company name and logo. The company will not use other towing company equipment on a “temporary lease” or substitute backup basis. The door of the tow company name should match the contractor that was called and not with a magnetic placard with the name.
When called, the tow company is required to show up on site within 30 minutes for local areas and within 1 hour for calls in the unincorporated and canyon areas. If the towing service first called accepts the call but does not arrive within the specified allowable time, the call out will be canceled with no allowable charges to Salt Lake County Sherriff’s Office or the vehicle owner. The next vendor in the tow rotation will then be dispatched.
If the company accepts a call and arrives at the location of the incident, the vehicle or item assigned to the company/driver must be removed. The driver is not to turn it down once on scene.
In response to the scene of a vehicular accident, it shall be the company’s responsibility to completely clean the scene of all oil, radiator fluid (including absorbent material), and any other vehicular debris or fluid resulting from the accident.
Successful bidders may be required to acquire any third-party software and/or applications necessary for the purposes of receiving County notifications for tow requests.
2.0 CONTENTS:
If any provision or specification in this “Request for Bid and Resulting Contract” (RFC) is ambiguous or is disputed by a bidder, the bidder must notify the County Contracts and Procurement Division in writing prior to the opening of the bids. No dispute or protest concerning the ambiguity of these bid specifications or provisions of this RFC shall be received following opening of the bids.
3.0 QUESTIONS:
