About this opportunity
Orange County Public Works (California) is requesting bids for sidewalk, curb, gutter, and spandrel grinding services on an as-needed basis at various locations throughout unincorporated Orange County and the incorporated cities of Dana Point and Mission Viejo, with bids due September 4, 2026 at 2:00 p.m. A 5% preference deduction applies to County of Orange Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) certified bidders during evaluation, with a maximum allowable preference deduction of $100,000.
Work consists of grinding Portland cement concrete sidewalks, curbs, gutters, and spandrels with maximum vertical displacement up to one inch using diamond-blade abrasive equipment at locations identified through County maintenance inspection reports. The County assumes a production rate of 30 locations per day, with completion time calculated as five working days for scheduling plus one working day per 30 locations or fraction thereof. Pricing must be submitted on a per-location basis in three categories: sidewalk grinding for 5 feet or less at 6–19 grinds per location, sidewalk grinding for 5 feet or less at 20+ grinds per location, and separate per-linear-foot pricing for gutter and spandrel grinding. All bid prices must remain firm for the contract term with no profit increases permitted; price decreases automatically extend to the County.
The estimated contract value does not exceed $1.25 million over a three-year term commencing upon execution. Work must be performed between 7:00 a.m. and 3:30 p.m., Monday through Friday, unless approved otherwise. Liquidated damages are $250 per calendar day for completion beyond the scheduled date. The County will award to the lowest responsive, responsible bidder. Contractors must maintain California State Contractor's License, obtain D-U-N-S and UEI numbers, provide proof of insurance within seven days of award, submit an Injury and Illness Prevention Program and Contractor Safety-Activity Checklist, and comply with prevailing wage requirements under California Labor Code Section 1773, all NPDES permits, noise and dust control regulations, and OSHA requirements. Performance and labor-material payment bonds are required. Bids are valid for 120 days.
