About this opportunity

Salt Lake County Contracts and Procurement, on behalf of the Salt Lake County Sheriff's Office, is soliciting bids for the design, manufacture, and delivery of custom-built, two-sided Heated Ambient Food Tray Delivery Systems for use at the Salt Lake County Metro Jail Adult Detention Center located at 3415 S. 900 W. Salt Lake City, Utah. The procurement encompasses the purchase of approximately 30 food carts in the first year and approximately 5 units annually thereafter, as well as as-needed replacement parts requested through written purchase orders, warranty coverage, optional extended warranties, service agreements, trade-in allowances, and legally and environmentally compliant disposal and removal of existing food carts. Each stainless steel unit must be capable of holding and transporting 64 complete meals per unit with compartmentalized trays measuring 9" x 11" x 2" with 5/8" lips, accommodate both hot and cold meals in distinct colors, integrate with existing meal-delivery carts, and maintain appropriate serving temperatures throughout transport while meeting all sanitation, security, and operational requirements. Bidders must demonstrate a minimum of three years in business and three years of specific experience providing customized heated ambient food tray delivery systems, hold all legally required Utah state licenses, and submit at least two commercial references from companies utilizing similar services. Vendor deliverables include fully assembled units, technical drawings, electrical specifications, maintenance manuals, operation training materials, replacement parts lists, and a minimum one-year warranty, with final acceptance contingent upon verification of cart compatibility, temperature performance testing, security compliance review, and sanitation validation. The bid due date is February 18, 2026, with a mandatory pre-bid site visit and bidders' conference scheduled for February 4, 2026, at 10:00 a.m.; prospective bidders must request attendance by emailing Serena Briggs at SerBriggs@saltlakecounty.gov and submit a completed jail access pass application to phansen@saltlakecounty.gov and morley@saltlakecounty.gov at least three days prior to the conference. Award will be made to the lowest responsive, responsible bidder based on the grand total pricing schedule submitted, with pricing guaranteed for the full six-year contract term and delivery required within eight weeks of receiving a written, signed purchase order on an FOB destination, freight prepaid basis.

There are no specified set-aside designations or restrictions limiting the types of organizations that can respond to this procurement; however, Salt Lake County has established an optional preference system that may award additional points to vendors that provide and maintain health benefit plans for covered employees and dependents or that demonstrate active veteran recruitment with documented employment of at least one veteran, maintain a drug and alcohol testing policy for all covered employees with random testing provisions, offer a federally or state-recognized job training program, and maintain an OSHA-compliant job safety program. All bidders must certify compliance with federal, state, and local environmental laws and attest that neither they nor any owner, officer, or agent has been debarred, suspended, indicted, or excluded from contracts due to environmental non-compliance or business integrity issues within the last three years. Bidders must maintain required insurance coverage including workers' compensation, commercial general liability of $1,000,000 per occurrence with $2,000,000 aggregates, and commercial automobile liability of $1,000,000 per occurrence, with Salt Lake County named as an additional insured. No incumbent vendors or existing contractors are identified in the solicitation documents, though the contract encompasses the replacement and removal of existing food carts currently in use at the detention facility. The solicitation does not specify an award value or budget range; pricing will be evaluated based on the bidder's submitted pricing schedule with all associated costs including shipping, handling, and service charges incorporated into the grand total bid amount.
