About this opportunity

The Nevada Division of Child and Family Services (DCFS) is soliciting proposals from qualified vendors to operate Specialized Foster Care (SFC) homes at the Enterprise Campus in Reno, Washoe County (solicitation 40DHHS-S3630). The procurement seeks a single vendor or multiple vendors to provide full-time, family-based foster care services in four licensed foster care homes (two duplexes with two units each) designed to serve Nevada's hard-to-place youth and children with severe emotional disturbance. The vendor must maintain specialized foster care licensure through Washoe County Human Services Agency, comply with all state and federal regulations, provide evidence-based and trauma-informed support services, and submit required data and reports to DCFS. Key deliverables include a detailed implementation plan with milestones and go-live date, job descriptions and resumes of key personnel, an organizational chart, and completion of a comprehensive SFC Home Application addressing populations served, staff retention rates, foster youth support systems, facility maintenance protocols, and historical compliance records. The evaluation will be weighted across seven criteria: experience successfully providing SFC services (100 points), implementation plan and timeline (90 points), number of youth able to serve (80 points), ability to minimize disruptions (80 points), willingness to work with hard-to-place youth (80 points), achievement above standard (70 points), and ability to provide evidence-based, trauma-informed support (60 points), with financial stability evaluated on a pass-or-fail basis. Critical dates include a mandatory site visit on January 12, 2026, at 10:00 am PT with registration due by 8:00 am the same day; questions deadline of January 20, 2026, at 5:00 pm with answers posted by January 27, 2026; references due by February 23, 2026, at 5:00 pm; proposal submission deadline of February 24, 2026, at 2:00 pm PT; estimated evaluation period through March 10, 2026; Notice of Intent expected March 10, 2026; and Notice of Award estimated for April 14, 2026, with a contract start date of June 9, 2026.

Nevada-based businesses receive a five percent preference pursuant to NRS 333.3351-333.3356, and vendors from states applying in-state preferences to Nevada vendors may qualify for an inverse preference. Mandatory minimum requirements include Nevada business license registration, entity registration on sam.gov matching nevadaepro.com information, agreement not to boycott Israel, compliance with Nevada dispute resolution and state indemnification laws, and data encryption with stateside data storage. Vendors must be active, enrolled Nevada Medicaid providers in good standing and willing to set rates according to Medicaid reimbursement rates; no incumbent contractor is identified in the solicitation materials. The State provides the buildings and related infrastructure at no charge, with the vendor responsible for all operational expenses, janitorial services, telephone, computer and data services, minor maintenance, and 24-hour security personnel, while the State retains responsibility for structural elements, roof maintenance, fire protection systems, HVAC, plumbing, electrical, exterior maintenance, landscaping, and utilities. Vendors must maintain Commercial General Liability insurance with $2,000,000 general aggregate and $1,000,000 per occurrence limits, Automobile Liability with $1,000,000 combined single limit, and Workers' Compensation with statutory limits and $100,000 per accident Employers' Liability coverage, with the State named as additional insured. No specific award value or budget range is identified in the solicitation; pricing will be evaluated separately through cost proposals submitted during the proposal process and assessed based on Medicaid reimbursement rates, with no guarantee of child placements and the understanding that the contract term is four years with possible early termination if buildings are repurposed for a Veterans Administration Medical Center.
