About this file
This document contains vendor Q&A responses from the Nevada Division of Child and Family Services (DCFS) regarding a Specialized Foster Care (SFC) Homes solicitation (40DHHS-S3630). The solicitation seeks a qualified vendor or vendors to operate four licensed foster care homes at the Enterprise Campus in Reno, Washoe County, designed to serve hard-to-place youth and children with severe emotional disturbance. A mandatory site visit was scheduled for January 12, 2026, at 10:00 am PT; however, vendors who did not attend the site visit may still submit proposals. The questions deadline was January 20, 2026, with answers posted by January 27, 2026; references are due by February 23, 2026, at 5:00 pm; and proposals must be submitted by February 24, 2026, at 2:00 pm PT. Evaluation is estimated to conclude by March 10, 2026, with a Notice of Award expected April 14, 2026, and contract start date of June 9, 2026. The contract term is four years with possible early termination if the buildings are repurposed for a Veterans Administration Medical Center. The selected vendor may be required to conduct a site visit prior to the negotiation period, and DCFS reserves the right to cease negotiations with a selected vendor and move to the next highest-scoring vendor if extensive negotiations result from the site visit that would require substantial modifications to meet solicitation terms.
No additional site visits are anticipated beyond the January 12, 2026, event. Vendors must be active, enrolled Nevada Medicaid providers in good standing and willing to set rates according to Medicaid reimbursement rates, with no guarantee of child placements. The State provides buildings and related infrastructure at no charge, while vendors are responsible for all operational expenses, including janitorial services, telecommunications, computer and data services, minor maintenance, and 24-hour security personnel. Nevada-based businesses receive a five percent preference pursuant to NRS 333.3351-333.3356. No incumbent contractor is identified in the solicitation materials, and no specific award value or budget range has been disclosed; pricing will be evaluated separately based on Medicaid reimbursement rates.

The following vendor questions were submitted after the Q&A period closed. The Division of Child and Family Services (DCFS) deemed it justified to respond to these questions.
Question: I am inquiring regarding the QRTP site visit. I would like to clarify whether, if the site visit was not achieved, applicants would be unable to apply at this time.
DCFS Response: Vendors who did not attend a site visit may submit a bid. The selected vendor may be required to conduct a site visit prior to engaging in the negotiation period. Extensive negotiations should not result from the site visit. If the vendor is unable to meet the terms of the solicitation without extensive negotiations resulting from the site visit, then DCFS may stop negotiations with the selected vendor and begin negotiations with the next highest scoring vendor.
Question: Additionally, is there another site visit scheduled or anticipated in the near future?
DCFS Response: No.
