About this file

Summary

This is a Scope of Work document from the Nevada Division of Child and Family Services (DCFS) seeking a qualified vendor to operate a Specialized Foster Care (SFC) Home at the Enterprise Campus in Reno, Nevada. The project involves operating four licensed foster care homes (two duplexes with two units each) designed to serve Nevada's hard-to-place youth and children with severe emotional disturbance. DCFS will provide the buildings and related infrastructure at no charge to the selected vendor. The contract term is four years, with the understanding that the buildings may need to be vacated early if they are repurposed for a Veterans Administration Medical Center. The scope of work requires the vendor to provide full-time, family-based care; maintain specialized foster care licensure through Washoe County Human Services Agency; comply with all state and federal regulations; and submit data and reports as requested by DCFS. The responsive bid must include an explicit statement on how the vendor will achieve contract goals, evidence of meeting vendor requirements or a plan to obtain them, an implementation plan with milestones and a go-live date, a complete SFC Home Application, job descriptions and resumes of key personnel, an organizational chart, and documentation addressing specific licensing requirements.

Pricing for this contract is based on Medicaid reimbursement rates, with vendors required to be active, enrolled Nevada Medicaid providers in good standing and willing to set rates accordingly. DCFS will not pay for services or provide move-in costs; all operational expenses are the vendor's responsibility. There is no guarantee of child placements, as placement decisions are made at the discretion of child welfare agencies, which may withdraw children at any time. The vendor must possess liability insurance as specified in the Insurance Schedule and maintain compliance with all relevant state and federal regulations. The document does not specify a response date, bid due date, or award date, and notes that a site visit will be held on a date and time to be determined, with questions to be submitted during a designated Q&A period following the site visit.

Scope of Work Specialized Foster Care Home

Agency Background The Division of Child and Family Services’ (DCFS) mission is to provide support and services to assist Nevada's children and families in reaching their full human potential. Nevada’s child welfare system provides a continuum of services, including foster care services. There are over 4.000 children in Nevada that are in foster care. Every day, more children and youth enter the foster care system and need safe, loving homes. Without caring foster homes in each community, children removed from their families must be placed in outlying communities, away from their family, friends, and everything that is familiar to them.

Contract Purpose DCFS seeks a qualified vendor to operate a Specialized Foster Care (SFC) Home at DCFS’s buildings A and B at the Enterprise Campus located at 2655 Enterprise Road, Reno, NV 89512.

Contract Goals

· Increase the number of beds available for Nevada’s youth in need of SFC

· Increase the number of beds available for Nevada’s hard-to-place youth

· Provide evidence-based and trauma-informed support for foster youth

· Minimize disruptions for foster youth

· Maximize the use of Buildings A and B of the Enterprise Campus

Building Information for Vendors DCFS will provide two buildings for the vendor’s use: buildings A and B of the Enterprise Campus located at 2655 Enterprise Road, Reno, NV 89512. The buildings and contents provided shall remain State-owned property.

DCFS's intention is to contract for four years. These buildings have been included in long term plans for the prospective Veterans Administration Medical Center campus. DCFS has not received notification on the timeline for those plans. DCFS would provide the contracted vendor advance notification if additional information is received and the contract must be terminated early.

· Placements are at the discretion of a child welfare agency. There is no guarantee that a vendor will receive placements. The placing agency may withdraw children from the SFC home at any time.

Vendor Requirements Vendors must provide evidence of compliance in proposals and maintain compliance through the duration of the contract period with the following:

· Specialized Foster Care Home license through Washoe County Human Services Agency or will attain licensure within the proposed timeline (see Implementation Plan and Timeline).

· DCFS is by law not permitted to enhance or otherwise supplement payment of Nevada Medicaid to a provider for covered services and providers cannot seek payment from families or individuals receiving services under this dynamic either.

· DCFS has no control or direction of pay sources such as Washoe County Human Services Agency, Nevada Medicaid or private insurers but seeks confirmation through proposal submissions of the requisite knowledge, skill, and approaches to obtaining payment.

· Possess and maintain knowledge of and adherence to relevant state and federal laws, regulations, DCFS’s SFC program, and related requirements.

· Compliance with all DCFS data collection requirements.

Services and Deliverables

· Provide a full-time care, family-based, SFC home for placement of children.

Implementation Plan and Timeline DCFS seeks to maximize the use of the buildings. Proposals must include a project plan and timeline from contract start to the vendor providing fully operational services. Plans should address:

· Transitioning responsibility of the identified buildings from DCFS to the vendor.

· A timeline for implementation with milestones, risks, and a go-live date.

· Roles and responsibilities.

· Communication plans with DCFS during implementation. Plans should address, at minimum, status updates, risks, proposed solutions, and any other information of which DCFS should be aware.

· Final review, communication plans, and coordination for go-live.

Responsive Bids DCFS plans to find a partner with a genuine interest in providing a safe home for vulnerable children. Bids should include the following:

· An Implementation Plan and Timeline.

· A complete SFC Home Application.

· Job descriptions and resumes of key personnel, including, if applicable, board members.

· An organizational chart that shows lines of administrative authority, including, if applicable, boards and/or commissions.

· Responses to the items outlined in section 9 of this RFP.

Brevity is valued; evaluators aim to read bids thoroughly and thoughtfully, but this cannot be achieved if submissions are unnecessarily long. Responses should be to the point and consider that each evaluator will review all bids over the course of approximately 2-5 days.

Site Visit A site visit will be held on DATE, TIME for vendors who wish to engage in a walkthrough of the buildings. Questions will not be answered during the site visit but may be submitted after the site visit during the Q&A period of the solicitation.
