About this file

This document is a vendor Q&A response file from the Division of Child and Family Services (DCFS) addressing questions submitted after the formal Q&A period closed regarding a Qualified Residential Treatment Program (QRTP) solicitation. The primary clarification concerns site visit requirements for applicants. DCFS confirmed that vendors who did not attend a site visit may still submit bids for consideration. However, the selected vendor may be required to conduct a site visit prior to entering the negotiation period. DCFS specified that if a site visit reveals the selected vendor cannot meet solicitation terms without extensive negotiations, DCFS reserves the right to terminate negotiations with that vendor and proceed with negotiations with the next highest scoring vendor. Additionally, DCFS confirmed that no additional site visits are scheduled or anticipated in the near future.

No pricing information, set-asides, incumbent details, funding sources, or other financial terms are addressed in this supplemental Q&A response document. The document serves solely to clarify participation requirements and site visit protocols for interested vendors responding to the QRTP contract opportunity.

Text version

The following vendor questions were submitted after the Q&A period closed. The Division of Child and Family Services (DCFS) deemed it justified to respond to these questions.

Question: I am inquiring regarding the QRTP site visit. I would like to clarify whether, if the site visit was not achieved, applicants would be unable to apply at this time.

DCFS Response: Vendors who did not attend a site visit may submit a bid. The selected vendor may be required to conduct a site visit prior to engaging in the negotiation period. Extensive negotiations should not result from the site visit. If the vendor is unable to meet the terms of the solicitation without extensive negotiations resulting from the site visit, then DCFS may stop negotiations with the selected vendor and begin negotiations with the next highest scoring vendor.

Question: Additionally, is there another site visit scheduled or anticipated in the near future?

DCFS Response: No.
