About this opportunity
George Mason University, a public institution of higher education and agency of the Commonwealth of Virginia located in Fairfax County, issued RFP GMU-GL0330-26 on April 9, 2026, to procure comprehensive Security Products & Services for all Mason locations within Virginia. The procurement encompasses access control systems (ACS) software and licensing, video management systems (VMS) software and licensing, hardware components, installation services, maintenance, and related support. Vendors must provide percentage discounts off Manufacturer's Suggested Retail Price (MSRP) for an extensive list of security manufacturers including Assa Abloy, Von Duprin, Sargent, HID, Axis, Avigilon, and Hanwha, among others, with the requirement to specify RS2 Technologies Access It! Universal for ACS and Genetec Omnicast for VMS. All pricing must be comprehensive and all-inclusive, incorporating freight, shipping, crating, eVA transaction fees, and processing fees on an F.O.B. Destination basis, with detailed labor rate schedules distinguishing standard, overtime, emergency, weekend, and holiday rates. Contractor questions must be submitted by 4:00 PM ET on April 16, 2026, with George Mason responding by 5:00 PM ET on April 29, 2026; proposals are due electronically through the Bonfire portal by May 8, 2026, at 2:00 PM ET. Committee evaluation is scheduled for May 12-26, 2026, followed by finalist negotiations from May 28 to June 11, 2026, with notice of award on June 22, 2026, and contract start by July 6, 2026. The contract term is one year from the effective date with four successive one-year renewal options, negotiable as needed.
Offerors must hold current Virginia DCJS Electronic Security Licensing and appropriate Virginia DPOR Contractor Licensing for electrical work, provide manufacturer certifications, and maintain commercial general liability insurance of at least $1,000,000. All offerors must complete and submit the mandatory Small Business Subcontracting Plan (Attachment A) as part of their proposals and comply with all Virginia Purchasing Manual provisions and Governing Rules. Historical spending data indicates prior awards were made to MCA ($653,845.64) and APV ($6,450,533.37) under contract GMU173521; however, George Mason University reserves the right to award single or multiple vendors based on institutional needs and funding availability, and this historical data does not represent a commitment of future spend. Payment options include 2%/10 Net 30 terms with mailed checks, 20-day virtual payables credit card payment, or Net 30 electronic payment through Paymode-X. While the RFP does not specify set-aside designations or restrictions on organization types, prospective vendors should note the significant incumbent presence and be prepared to demonstrate competitive pricing and service capabilities to successfully compete for this award.
