About this opportunity
The City of Santa Fe is issuing an Invitation to Bid (ITB) for Security Guard Services at the Buckman Direct Diversion (BDD) facility in Santa Fe County, New Mexico, classified as a General Services procurement. The scope of work requires qualified security firms to provide armed and unarmed security guard services, including mobile patrol, stationary post coverage, and foot patrols throughout the facility. Security personnel must hold valid New Mexico RLD Level 3 Security Guard Registration, possess a current driver's license, and demonstrate bilingual capability in English and Spanish (preferred). The tentative patrol schedule includes Monday through Friday coverage from 6:00 p.m. to 6:00 a.m. and full 24-hour coverage on Saturday and Sunday. Personnel must be equipped with smartphones capable of GPS tracking and real-time communication, and the contractor must provide marked patrol vehicles, equipment, fuel, insurance, and maintain a 24-hour point of contact for scheduling. Deliverables include incident reporting within 12 hours, daily activity logs with timestamps, and monthly summary reports. The City's performance benchmarks for evaluation include three to five years in business providing security services, 50,000 or more annual security guard labor hours, three to five comparable public-sector contracts, emergency response time of less than 30 minutes, guard fill rate exceeding 95 percent, zero percent average cost deviation, and a 9 out of 10 average customer satisfaction rate. Written questions are due March 5, 2026, at 5:00 p.m., with responses provided by March 9, 2026. Bids are due April 6, 2026, at 2:00 p.m., submitted electronically through the OpenGov Procurement Portal, with bid opening conducted via Microsoft Teams on the same date.
Pricing is structured on an hourly basis with separate line items for Level 1, Level 2, and Level 3 guards, supervisors, and account managers, including separate rates for overtime and holiday work, with specific award values to be determined in Exhibit A and subject to 8.1875% Gross Receipts Tax. The City may apply local business preference of up to six percent for resident businesses meeting certificate requirements, and Horizons of New Mexico (WorkQuest) was initially contacted regarding service availability but declined the procurement opportunity on December 9, 2025. Contractors are responsible for all operational expenses including vehicles, fuel, and equipment; the City provides no mileage or fuel reimbursement. The contract term is ten years from the date of final approval signature, the maximum allowable term under New Mexico law for general services agreements. Price adjustments are permitted no more than once annually through written amendment and only when supported by verifiable documentation of demonstrable market changes, with requested increases exceeding ten percent per line item subject to rejection. The contractor must maintain professional liability insurance with minimum coverage of $2,000,000 per occurrence and $2,000,000 in the aggregate under a Commercial General Liability policy, naming the Buckman Direct Diversion Board as an additional insured, and either party may terminate with 30 days written notice.
