About this file
This file is an evaluation template for the City of Santa Fe's Request for Proposal (RFP) for Security Guard Services at the Buckman Direct Diversion facility in Santa Fe County, New Mexico. Offerors are required to document their project performance metrics across eight specified categories and reference supporting documentation for verification. The scope requires qualified security firms to provide armed and unarmed security guard services, including mobile patrol, stationary post coverage, and foot patrols with coverage Monday through Friday from 6:00 p.m. to 6:00 a.m. and full 24-hour coverage on weekends. Security personnel must hold valid New Mexico RLD Level 3 Security Guard Registration, possess a current driver's license, and demonstrate bilingual English and Spanish capability. Written questions are due March 5, 2026, with responses by March 9, 2026, and bids are due April 6, 2026, at 2:00 p.m. via electronic submission through the OpenGov Procurement Portal. The contract term is ten years from final approval signature, which is the maximum allowable under New Mexico law for general services agreements.
The City's performance benchmarks for evaluation include three to five years of security services experience, 50,000 or more annual security guard labor hours, three to five comparable public-sector contracts, emergency response time under 30 minutes, guard fill rate exceeding 95 percent, zero percent average cost deviation, and a 9 out of 10 customer satisfaction rating. Pricing is structured hourly with separate line items for Level 1, Level 2, and Level 3 guards, supervisors, and account managers, including distinct rates for overtime and holiday work, subject to 8.1875% Gross Receipts Tax. The City may apply a local business preference of up to six percent for resident businesses with proper certification. Contractors are responsible for all operational expenses including vehicles, fuel, and equipment; the City provides no reimbursement for these costs. The contractor must maintain professional liability insurance with minimum coverage of $2,000,000 per occurrence and $2,000,000 in the aggregate, naming the Buckman Direct Diversion Board as an additional insured. Price adjustments are permitted no more than once annually when supported by verifiable documentation of market changes, with increases exceeding ten percent per line item subject to rejection. Either party may terminate with 30 days written notice.
