About this file

This is a service determination document from the City of Santa Fe's Chief Procurement Officer classifying a scope of work for security guard services at the Buckman Direct Diversion (BDD) facility as General Services procurement. The City of Santa Fe is soliciting bids for armed and unarmed security guard services, including mobile patrol, stationary post coverage, and foot patrols at the BDD facility in Santa Fe County, New Mexico. Security personnel must hold valid New Mexico RLD Level 3 Security Guard Registration, possess a current driver's license, and demonstrate bilingual capability in English and Spanish (preferred). The tentative patrol schedule includes Monday through Friday coverage from 6:00 p.m. to 6:00 a.m. and full 24-hour coverage on Saturday and Sunday. Written questions are due March 5, 2026, at 5:00 p.m., with responses provided by March 9, 2026. Bids are due April 6, 2026, at 2:00 p.m., submitted electronically through the OpenGov Procurement Portal, with bid opening conducted via Microsoft Teams on the same date. The contract term is ten years from the date of final approval signature, the maximum allowable term under New Mexico law for general services agreements.

Pricing is structured on an hourly basis with separate line items for Level 1, Level 2, and Level 3 guards, supervisors, and account managers, including separate rates for overtime and holiday work, subject to 8.1875% Gross Receipts Tax. The City may apply local business preference of up to six percent for resident businesses meeting certificate requirements. Performance benchmarks for evaluation include three to five years in business providing security services, 50,000 or more annual security guard labor hours, three to five comparable public-sector contracts, emergency response time of less than 30 minutes, guard fill rate exceeding 95 percent, zero percent average cost deviation, and a 9 out of 10 average customer satisfaction rate. Horizons of New Mexico (WorkQuest, vendor #8673) declined the procurement opportunity on December 9, 2025. Contractors are responsible for all operational expenses including vehicles, fuel, and equipment; the City provides no mileage or fuel reimbursement. The contractor must maintain professional liability insurance with minimum coverage of $2,000,000 per occurrence and $2,000,000 in the aggregate under a Commercial General Liability policy, naming the Buckman Direct Diversion Board as an additional insured. Price adjustments are permitted no more than once annually through written amendment when supported by verifiable documentation of demonstrable market changes, with requested increases exceeding ten percent per line item subject to rejection. Either party may terminate with 30 days written notice.

Greetings, Based on the provided scope of work, it has been classified as General Services. This determination is solely focused on that classification and does not address whether the scope of work or procurement method complies with all relevant legal requirements. I reserve the right to modify this determination should the scope of work differ from what was originally submitted. The procurement must follow the processes and procedures established by the City of Santa Fe, Central Purchasing, the Procurement Manual, and applicable state statutes.

> $20k per year, when processing this procurement, please ensure the procurement number issued by Munis and the procurement name are used in the appropriate documents and the subject of emails.

If you are processing a procurement where the forecasted amount is =/> $60k, per NMSA 1978, Section 13-1-102, the procurement method must be ITB (if you choose not to use a cooperative or an existing contract). If you feel you need to process an RFP, you must get an Authorization and Plan approved before you process.

< $20k per year, one quote is acceptable.

From $20k to $60k per year, if you aren’t using a cooperative or existing contract, you must provide 3 quotes in your req. Must use the Munis Bid Module, OpenGov, or Pavilion.

Identify your funding source and notify Purchasing.

It's essential to determine the funding source early, as it impacts the required documentation and contract language. For example, if federal funds are being used, specific federal provisions must be included in both the procurement request and the resulting contract. Notifying Purchasing of the funding source upfront ensures compliance and avoids delays.

Follow the link below to review existing price agreements, contracts, or cooperative agreements that might be applicable to this request. You might be able to use an existing price agreement/contract to save time and money.

Pavilion: Free Cooperative Contract Search for Governments (please work with Purchasing if you think you found an existing or cooperative contract that might work)
