About this file

This file is an email correspondence declining a procurement opportunity from the City of Santa Fe, New Mexico, for Security Guard Services at the Buckman Direct Diversion (BDD) facility. On December 9, 2025, the City's Procurement Department contacted Horizons of New Mexico, a State Use Act vendor, to determine whether the organization could provide armed and unarmed security guard services for the facility. The procurement requires qualified security firms to deliver mobile patrol, stationary post coverage, and foot patrols with tentative scheduling of Monday through Friday 6:00 p.m. to 6:00 a.m. coverage and full 24-hour weekend coverage. Security personnel must maintain valid New Mexico RLD Level 3 Security Guard Registration, current driver's licenses, and bilingual English-Spanish capability. Written questions are due March 5, 2026, at 5:00 p.m., with bids due April 6, 2026, at 2:00 p.m., submitted electronically through the OpenGov Procurement Portal. The contract term is ten years from the date of final approval signature.

Pricing is structured on an hourly basis with separate line items for Level 1, Level 2, and Level 3 guards, supervisors, account managers, and overtime and holiday work, subject to 8.1875% Gross Receipts Tax, with specific award values to be determined in Exhibit A. The City may apply local business preference of up to six percent for resident businesses holding appropriate certificates. Contractors must provide all operational expenses including marked patrol vehicles, equipment, and fuel, with no reimbursement from the City. The contractor must maintain professional liability insurance with minimum coverage of $2,000,000 per occurrence and $2,000,000 in the aggregate under a Commercial General Liability policy, naming the Buckman Direct Diversion Board as an additional insured. Price adjustments are permitted no more than once annually through written amendment when supported by verifiable market change documentation, with requested increases exceeding ten percent per line item subject to rejection. Horizons of New Mexico declined the procurement opportunity on December 9, 2025.

Good afternoon Gutema, Thank you very much for the opportunity, but we will decline this procurement.

Best regards, Matt

Matt Loehman Executive Director

The State Use Act helps people with disabilities become gainfully employed, and it saves you valuable time and resources otherwise used during the procurement process.
