About this opportunity

The City of Tucson is seeking a qualified firm to establish a revenue-generating contract for scrap metal and appliance collection and recycling services through Request for Proposal (RFP) No. 240070. The procurement covers the collection and recycling of scrap metal and appliances from self-haul landfill customers, businesses, and city residential collection crews across various municipal departments. Contractors must remove collected materials at regularly scheduled intervals, process both ferrous and nonferrous metals (including aluminum, carbon fiber, titanium, and precious metals), and provide appropriate disposal for materials with no monetary value. The initial contract term is one year, with potential extensions for up to four additional one-year periods. Evaluation criteria include revenue share proposal, qualifications and experience, and method of approach. The RFP was released on July 31, 2024, with proposals due on August 21, 2024, at 2:00 PM local time. A non-mandatory pre-proposal meeting is scheduled for August 6, 2024, at 11:00 AM via Microsoft Teams.

The City requires contractors to submit a comprehensive Pollution Prevention Plan, maintain appropriate insurance coverage, and comply with environmental and labor regulations. While no specific set-aside designations are explicitly mentioned, the RFP suggests potential opportunities for disadvantaged business enterprises through the Section 3 Program, which prioritizes employment and economic opportunities for low-income persons. Contractors must provide monthly payments to the City based on the weight of materials collected, with the City's scaled weights determining the revenue share. The scrap metal volumes range from 466 to 466,701 pounds across various city departments, including Parks and Recreation, Water Department, Environmental Services, Fire Department, and General Services. Contractors will be responsible for providing containers, weighing materials, and ensuring proper recycling or disposal. While a specific budget range is not provided, the contract is structured as a revenue-generating opportunity with potential financial benefits for both the contractor and the City of Tucson.

Opportunity text

The City of Tucson intends to solicit offers from qualified and experienced firms to establish a revenue-generating contract for the provision of scrap metal and appliance collection and recycling services. The resulting contract shall be used on an "as needed" basis. The City intends to use the contract that results from this RFP process as the primary means of meeting the city's needs for scrap metal recycling. However, the City reserves the right to utilize alternate means when the City deems it to be advantageous.

The City accepts self-hauled scrap metal and appliances at designated locations throughout the City. The materials collected are received from self-haul landfill customers and businesses and are collected by City residential collection crews. Customers are instructed to separate appliances containing refrigerant from other appliances and scrap metal. These items are placed on the ground. The successful offeror will remove the collected material at regularly scheduled intervals for recycling.

Scrap metal sales or recycling, also called secondary metal processing shall generally be in the form of two categories, ferrous and nonferrous metals. Ferrous metals contain iron and nonferrous metals do not contain iron. Typical Materials processed for recovery include: Aluminum, Carbon Fiber, High-Temp Alloys, Titanium, Exotic Alloys and Composites, and Precious Metals. If the metals are determined to be of no monetary value, the Contractor will dispose of the materials appropriately and in the best interest of the environment
