About this file

This is a Price Page and Attachments document for Request for Proposal No. 240070 issued by the City of Tucson, Arizona, for scrap metal and appliance collection and recycling services. The City seeks qualified firms to establish a revenue-generating contract for the removal and recycling of scrap metal and appliances collected from self-haul landfill customers, businesses, and city residential collection crews. The contract covers ferrous and nonferrous metals including aluminum, carbon fiber, titanium, and precious metals, with the contractor responsible for appropriate disposal of materials with no monetary value. The RFP was released on July 31, 2024, with proposals due on August 21, 2024, at 2:00 PM local time. A non-mandatory pre-proposal meeting was scheduled for August 6, 2024, at 11:00 AM via Microsoft Teams. The initial contract term is one year with potential renewal options for up to four additional one-year periods.

Offerors must submit a revenue share proposal based on a percentage of American Metal Market rates for specified material categories, including unprepared mixed steel, aluminum, copper, salvage vehicles, brass water meters, and prepared steel. Pull fees for container removal and replacement delivery must also be quoted. The evaluation criteria prioritize the revenue share proposal, qualifications and experience (supported by three relevant references), and method of approach, including detailed descriptions of removal equipment, pollution prevention plans, disposal methods, and hazardous materials handling procedures. Offerors must provide proof of Arizona resale business license, evidence of no convictions or citations for federal, state, or local violations or EPA/Arizona Department of Environmental Quality violations, and copies of agreements with any subcontractors or supporting entities. The City reserves the right to shortlist offerors based on stated criteria and may determine that shortlisting is not necessary. No specific budget range is provided, as the contract structure is based on monthly payments to the City determined by scaled weights of materials collected.
