About this file

This is an Outline for a Pollution Prevention Plan attachment for the City of Tucson's scrap metal and appliance recycling contract (RFP No. 240070). The outline establishes environmental and operational requirements that successful contractors must implement, including best management practices to minimize pollutant exposure, equipment operator training on spill response and soil contamination procedures, and documentation protocols for incident reporting to the City. The plan must address procedures for removing, storing, and disposing of contaminated soils and hazardous wastes such as batteries, with particular emphasis on spill prevention and cleanup procedures for fuels and hydraulic oil. Additionally, the plan requires contractor-provided training on proper fuel handling and prevention of fuel topping-off during landfill operations, implementation of spill and overflow protection measures, and regular maintenance of pumps, motors, cylinders, valves, and associated equipment components.

The Pollution Prevention Plan must include a site map identifying stockpile areas and storm water flow directions to ensure comprehensive environmental oversight of recycling operations. Contractors are expected to consider protective measures including drip pans and drip diapers for spill containment and to establish regular removal schedules for scrap metal materials. These requirements are mandatory components of the contractor's proposal submission and demonstrate the City of Tucson's commitment to environmental compliance and pollution prevention throughout all aspects of the scrap metal collection, processing, and recycling operations. The plan serves as a critical element of the contractor's method of approach evaluation and reflects the comprehensive environmental stewardship standards expected for this revenue-generating municipal contract.

OUTLINE FOR POLLUTION PREVENTION PLAN

POLLUTION PREVENTION means operational procedures and processes and improvements in housekeeping or management techniques that reduce potential or actual releases of pollutants to the overall environment including all air, water and land resources affected by those pollutants.

Pollution prevention can be accomplished by a written Pollution Prevention Plan that addresses the following:

1. The plan shall include best management practices (BMP’s) to minimize or reduce the exposure of recyclable materials to surface runoff and precipitation. Include how often the scrap metal will be removed.

2. Include a description of training provided to the equipment operator at the landfill for spill response, containment and cleanup of any contaminated soils.

3. Description of the documentation forms, etc. to be used to report incidents to the City’s representative

4. A description of procedures used to remove, store and dispose of contaminated soils.

5. A description of procedures used to handle and dispose of hazardous wastes such as batteries.

6. The plan shall also provide spill prevention and clean-up procedures for fuels and hydraulic oil, including training on proper handling and preventing fuel topping off during fueling operations at the landfill. The operator must consider using the following measures:

6.1 Spill and overflow protection (drip pans, drip diapers, etc.)

6.2 Maintenance of pumps, motors, cylinders, control valves, accumulators, filters, hoses, gaskets and fittings.

7. A plan will include a site map identifying the stock-pile area, and the general direction of storm water flow.
