About this file
This document is an Attachment A Outline for a Pollution Prevention Plan for the City of Tucson's Scrap Metal Recycling contract. The City intends to establish a revenue-generating contract for scrap metal and appliance collection and recycling services, to be used on an "as-needed" basis. The contract will cover the collection and recycling of self-hauled scrap metal and appliances from landfill customers and city residential collection crews, with customers instructed to separate appliances containing refrigerant from other scrap metal.
The pollution prevention plan requires detailed documentation of best management practices, including procedures for handling recyclable materials, managing surface runoff, training equipment operators in spill response, documenting incidents, removing and disposing of contaminated soils and hazardous wastes, and implementing spill prevention measures for fuels and hydraulic oils. The plan must include a site map identifying stockpile areas and storm water flow direction. The recycling service will process both ferrous (iron-containing) and nonferrous metals, including aluminum, carbon fiber, high-temp alloys, titanium, exotic alloys, and precious metals, with the contractor responsible for removing collected materials at regular intervals and appropriately disposing of items with no monetary value.

OUTLINE FOR POLLUTION PREVENTION PLAN
POLLUTION PREVENTION means operational procedures and processes and improvements in housekeeping or management techniques that reduce potential or actual releases of pollutants to the overall environment including all air, water and land resources affected by those pollutants.
Pollution prevention can be accomplished by a written Pollution Prevention Plan that addresses the following:
1. The plan shall include best management practices (BMP’s) to minimize or reduce the exposure of recyclable materials to surface runoff and precipitation. Include how often the scrap metal will be removed.
2. Include a description of training provided to the equipment operator at the landfill for spill response, containment and cleanup of any contaminated soils.
3. Description of the documentation forms, etc. to be used to report incidents to the City’s representative
4. A description of procedures used to remove, store and dispose of contaminated soils.
5. A description of procedures used to handle and dispose of hazardous wastes such as batteries.
6. The plan shall also provide spill prevention and clean-up procedures for fuels and hydraulic oil, including training on proper handling and preventing fuel topping off during fueling operations at the landfill. The operator must consider using the following measures:
6.1 Spill and overflow protection (drip pans, drip diapers, etc.)
6.2 Maintenance of pumps, motors, cylinders, control valves, accumulators, filters, hoses, gaskets and fittings.
7. A plan will include a site map identifying the stock-pile area, and the general direction of storm water flow.
