About this opportunity
The Nevada State Purchasing Department, on behalf of the Nevada Division of State Parks, is requesting proposals for Sand Harbor Sleigh Ride services with proposals due November 5, 2026 at 2:00 p.m. Pacific Time. A 5% preference is available to Nevada-based businesses as defined in NRS 333.3351 to 333.3356.
The scope requires seasonal horse-drawn sleigh and carriage rides at Sand Harbor State Park in Incline Village, Nevada, with optional operations at Spooner, Backcountry, and Van Sickle management areas. The mandatory operational period runs October 31 through April 1, with required on-site operations Fridays, Saturdays, Sundays, and holidays from 10:00 a.m. to 4:00 p.m., plus additional operating days during winter holiday weeks. Vendors must provide a minimum of two sleighs capable of operating on both wheels and rails, all necessary horses, tack, trailers, and related equipment, with daily removal of all animals from the park. Both walk-up and reservation-based rides for individuals and groups are required. Vendors must hold active Nevada business license registration, active sam.gov entity registration, and nevadaepro.com vendor registration.
The contract has an initial four-year term with an option to renew for two one-year extensions if both parties agree and the State deems renewal in its best interest. Contract start is anticipated February 9, 2027, following Board of Examiners approval. Revenue is shared between vendor and State through monthly payments calculated on rental transactions; the incumbent 2024 performance generated over 8,000 visitors served and more than $60,000 in park use fees.
Evaluation scoring weights five factors: Operation & Visitor Experience (25%), Experience & Qualifications (20%), Animal Welfare, Safety & Compliance (25%), Marketing, Reservations & Revenue Generation (20%), and Cost (15%), with financial stability assessed on a pass/fail basis. Vendors must submit three reference questionnaires from similar projects completed within the last five years. The State strongly prefers vendors accept the standard-form contract and insurance schedule as written. Commercial General Liability coverage with $2,000,000 general aggregate and $1,000,000 per-occurrence limits, Automobile Liability with $1,000,000 combined single limit, Workers' Compensation at statutory levels, and Professional Liability (Errors and Omissions) with $1,000,000 per-claim and $2,000,000 annual aggregate are mandatory. All insurers must carry an A.M. Best rating of not less than A-VII and must name the State of Nevada as an additional insured. All submissions occur through nevadaepro.com.
