About this opportunity
Salt Lake City Corporation is soliciting competitive sealed proposals for janitorial services at 18 City buildings (Group 2) under RFP SLCI27034, with proposals due October 23, 2026 and a mandatory pre-proposal conference and site tour on October 7 at 9:00 a.m. Attendance at the entire site visit is mandatory; failure to attend results in disqualification.
Offerors must meet five years of documented janitorial services experience and register with the State of Utah, SAM.gov, and E-Verify. The scope spans approximately 290,000 square feet across police precincts, water reclamation facilities, courthouse, community centers, and administrative buildings with service frequencies ranging from daily seven-day-per-week at 24-hour operations to weekly or bi-weekly at smaller locations. The contractor must provide all labor, materials, supplies, equipment, and supervision; comply with City green cleaning standards (LEED criteria and ASTM standards) emphasizing non-toxic and sustainable products; implement quantifiable quality assurance programs; maintain employee training on product safety; and comply with OSHA regulations. Security protocols and background investigations are required for personnel at police and tactical facilities.
Insurance requirements include workers' compensation, Commercial General Liability of $1 million per occurrence and $2 million general aggregate with Salt Lake City named as additional insured, and Commercial Automobile Liability of $1 million combined single limits. The contract term is five years. Pricing must be structured as a lump-sum monthly fee covering all costs for each facility, with prices firm for the first contract year; annual adjustments thereafter are permitted at the lesser of three percent or the Producer Price Index increase and require Chief Procurement Officer approval with 30 days' advance notice and market analysis documentation.
Evaluation consists of three stages: responsiveness review, technical and policy criteria scoring (472.50 of 675 points, worth 70 percent), and cost evaluation (202.50 of 675 points, worth 30 percent). Technical criteria cover qualifications, operations and staffing, quality assurance, sustainability, and value-added services. Policy criteria include DBE status, apprenticeship programs, and local small business certification. Proposals must score at least 283.50 points (60 percent of technical and policy criteria) to advance to cost evaluation. The lowest-priced responsive proposal receives full cost points; others receive proportional points based on price differential. Award is to the single highest-scoring responsive and responsible offeror. Questions must be submitted electronically through the Utah Public Procurement Place (U3P) website; no late proposals are accepted.
