About this opportunity
Salt Lake City Corporation is soliciting competitive sealed proposals for a comprehensive Virtual Reality law enforcement training system under RFP SLCI27030, with proposals due November 11, 2026 through the Utah Public Procurement Place (U3P) website.
The scope encompasses a fully operational VR training solution with hardware, software, licensing, implementation, instructor training, and technical support. The system must deliver scenario-based training across twelve core areas including de-escalation, crisis intervention, judgment and decision-making, alternatives to use of force, tactical decision-making, firearms and less-lethal decision-making, and community interactions. Deliverables include a complete VR system; access to a comprehensive scenario and training content library with new scenario development capability; interactive scenario management with real-time modification based on trainee actions; assessment and after-action review tools; installation, configuration, and testing; initial instructor and administrator training for Salt Lake City Police Department personnel; complete user documentation; and warranty coverage with ongoing technical support and maintenance. The City retains ownership of all work product, documentation, and intellectual property; the contractor may retain copies for reference and customary marketing purposes. The contractor must maintain comprehensive insurance coverage including $1 million commercial general liability per occurrence, $2 million general aggregate, $1 million professional liability, and $1 million cyber risk insurance. The contract incorporates data security requirements aligned with the Utah Government Data Privacy Act, including 24-hour data incident notification protocols and full contractor liability for breaches.
Total project funding is $322,770, consisting of $290,625 in VR Grant funding from the U.S. Department of Justice COPS Office FY25 Safer Outcomes grant and $32,145 in available project funding. The City prefers proposals remaining within total available funding. Pricing must be guaranteed for one year and include all materials, labor, insurance, transportation, and delivery. The contract term is five years, non-exclusive.
Technical evaluation accounts for 70% of scoring (285 points across eleven weighted criteria, including VR system capabilities, law enforcement scenario library, de-escalation and crisis response, scenario control and customization, assessment and debriefing, implementation and support, vendor qualifications, and risk identification). Proposals must achieve a minimum technical score of 70% (200 points) to advance to cost evaluation, which constitutes 30% of total score (122.1 points) with the lowest-cost compliant proposal receiving full cost points. Either party may terminate with 30 days' notice; the City may terminate for cause with seven days to cure.
