This is a Scope of Work document for Salt Lake City Corporation's virtual reality law enforcement training system procurement (Contract No. YEN, RFP SLCI27030). The City is seeking a qualified contractor to provide a comprehensive, fully operational VR training solution designed to support realistic, immersive law enforcement training. The system must include all necessary hardware, software with upgrades, licensing, training content, implementation, configuration, instructor training, technical support, and warranty components. The solution should enable training across twelve core areas including de-escalation, crisis intervention, judgment and decision-making, alternatives to use of force, tactical decision-making, firearms and less-lethal decision-making, and community interactions. The system must allow instructors to conduct interactive scenario-based training, testing, assessment, detailed debriefing, and after-action reviews with the ability to modify scenarios based on trainee actions and decisions.

The contractor's deliverables include a complete VR training system with hardware and software; access to a comprehensive scenario and training content library with provision for new scenarios; interactive scenario management capabilities; assessment and after-action review tools; installation, configuration, and testing services; initial instructor and administrator training for designated Salt Lake City Police Department personnel; complete documentation including user manuals and training materials; and warranty coverage with ongoing technical support, maintenance, and repair services. The City will own all work product, test results, documentation, and intellectual property generated by the contractor, including photographs, drawings, reports, and models, though the contractor may retain copies for reference and customary marketing purposes. The contractor must maintain all required licenses and permits, assume full responsibility for employee safety and property damage, and comply with confidentiality requirements regarding City records and information obtained during performance.
