About this opportunity

Salt Lake City Corporation is requesting sealed proposals for court bailiff, security, and prisoner transport services at the Salt Lake City Justice Courts (333 South 200 East) under RFP SLCI26091, with proposals due August 6, 2026. Offerors must be either a public law enforcement agency or a company with a constable principal officer duly appointed under Utah law — a mandatory eligibility filter. All assigned guards and bailiffs must be POST-certified peace officers carrying weapons, and no offerors or assigned personnel may be Salt Lake City Corporation employees.

The scope includes active facility patrol, rule and law violation observation and reporting, de-escalation of conflicts, and coordination with City Police Dispatch. Prisoner transport services require coordination with Salt Lake County Jail (3400 South 900 West) and other correctional facilities, with at least two fully equipped and modified transport vans. Personnel must hold English-language proficiency with Spanish-bilingual capability upon City request, firearm licensing and competency, and must complete a minimum of 40 hours annual POST in-service training and eight hours annual firearms training. The contractor bears all operational costs including fuel, vehicle maintenance, equipment, uniforms, and training. Subcontracting is prohibited.

The contract term is five years, commencing December 23, 2026, with an option for City extension of up to four months by mutual written agreement. Pricing is firm for the first two years; annual adjustments thereafter may not exceed the lesser of three percent or the Producer Price Index increase for the preceding twelve months. The contractor must maintain comprehensive insurance including workers' compensation, commercial general liability of $1 million per occurrence with $2 million aggregates, commercial automobile liability of $1 million combined single limit, and security and patrol liability of $2 million.

Evaluation uses a three-stage process: Stage 1 applies mandatory pass-fail requirements (agency type, POST certification, no City employees, City-approved uniforms); Stage 2 scores technical criteria across Qualifications (30%), Staff Qualifications (35%), Approach to Scope of Work (35%), and Scheduling and Billing (25%), plus policy criteria for Sustainability, Disadvantaged Business Enterprise, Apprenticeships, and Local Small Business, for a total of 656.25 possible technical points. Offerors must achieve at least 60 percent (393.75 points) to advance. Stage 3 applies cost evaluation at 30 percent weight (281.25 points), with the lowest-cost proposal receiving 140.625 points and others receiving proportional points. Total possible score is 937.5 points.
