The evaluation process consists of three stages: Stage 1 is a mandatory minimum requirements evaluation assessed on a pass/fail basis, which includes requirements that offerors be public law enforcement agencies or companies with a duly appointed constable principal officer under Utah law, that all guards and bailiffs be POST-certified peace officers carrying weapons, that no offerors or assigned guards be employees of Salt Lake City Corporation, and that the City approve uniforms in advance. Stage 2 comprises scoreable technical criteria weighted across four categories—Qualifications (30%), Qualifications of Staff (35%), Approach to Scope of Work (35%), and Scheduling and Billing (25%)—totaling 625 possible points, plus policy criteria addressing Sustainability, Disadvantaged Business Enterprise, Apprenticeships, and Local Small Business for an additional 31.25 points. Proposals must achieve a minimum of 60 percent of technical points (393.75 points) to proceed to evaluation.

Stage 3 applies a cost evaluation component weighted at 30 percent of total points possible (281.25 points), with the lowest-cost offeror receiving 140.625 points and all other offerors receiving points calculated proportionally based on their cost relative to the lowest bid. The total evaluation is structured as 70 percent technical evaluation (656.25 points) and 30 percent cost evaluation (281.25 points), for a combined possible score of 937.5 points. The scoring scale ranges from 0 (fail) through 5 (excellent), with 3 representing satisfactory performance meeting all RFP requirements.
