About this opportunity

Salt Lake City Corporation's Department of Airports is requesting proposals from qualified independent audit firms to perform a forensic and compliance audit of the Airport Redevelopment Plan (ARP), a terminal construction program at Salt Lake City International Airport, with proposals due October 23, 2026 at 2 p.m. Mountain Time and questions due by October 15, 2026.

Respondents must meet mandatory minimum qualifications: demonstrated forensic or compliance audit experience with large public capital construction projects; GAGAS (Generally Accepted Government Auditing Standards) and IPPF (Internal Professional Practices Framework) conformance experience; FAA Airport Improvement Program grant compliance experience; and a team including at least one Certified Fraud Examiner, at least one Certified Construction Auditor or equivalent, and at least one Certified Internal Auditor or IIA-recognized certification. Professional liability insurance of $2 million minimum and commercial general liability insurance of $2 million per occurrence are required.

The audit scope encompasses change order analysis, payment application reviews, materials and specification verification, subcontractor and procurement reviews, federal grant compliance testing, root-cause and control failure analysis, and financial and budget analysis. The project budget totaled approximately $5.134 billion with construction occurring from May 1, 2014, to October 31, 2026, funded by Airport cash, multiple bond issuances, and FAA grants. The estimated contract commencement date is January 1, 2027. The City will award a single contract for a three-year term with an option to extend for two additional one-year periods at the City's sole discretion.

Evaluation criteria weight relevant experience and qualifications at 30 percent, proposed methodology at 25 percent, staffing plan and team qualifications at 25 percent, and fee proposal and cost reasonableness at 20 percent. Proposals are limited to twenty pages and must be submitted through the Utah Public Procurement Place Portal. No pre-proposal meeting will be held. Four addenda have been issued, the most recent clarifying that selected firms will not be restricted from pursuing other work for the Department or City, and that AI-enabled tools are permitted if department data remains within firm-controlled environments, subject to data governance verification by the City's Information Management System Department.
