The procurement seeks one qualified consulting firm to deliver a broad scope of services including development of a Mobility and Access Plan, updates to the ADA Evaluation and Transition Plan and Complete Streets Policy, public engagement activities, NEPA compliance documentation, preliminary and final design of quick-build demonstration projects at ten targeted locations throughout the city, construction administration, and post-design evaluation activities. The solicitation documents do not identify any specific set-aside designations or restrictions limiting responses to particular organization types or disadvantaged enterprise classifications. No incumbent vendors or current contractors are identified in the available documentation. The project requires integration with the City's existing utility infrastructure standards as detailed in the Utility Standards Manual and approved products list, which establish technical specifications and pre-approved manufacturers for potable water, reclaimed water, and wastewater systems, as well as engineering standard details for utility installation and maintenance. The total project funding is $1.5 million, comprising $1.2 million in federal FHWA grant funds and $300,000 in local match funding; planning and design services shall be proposed on a lump-sum basis, while ancillary services and post-design work are proposed on an hourly rate not-to-exceed basis with reimbursable items on an actual cost not-to-exceed basis.
