About this file
This is Addendum No. 2 to a Statement of Qualifications (SOQ) issued by the City of Casselberry Procurement Division for the Safe Streets for All (SS4A) project. The addendum provides clarifications and answers to bidder questions regarding the solicitation SOQ-2026-1421. The proposal response deadline remains unchanged at Thursday, April 16, 2026, before 2:00 p.m. Proposals must be submitted digitally via Vendorlink, LLC, and are limited to 75 pages maximum (including SF 330 forms), printed single-sided with a minimum font size of 11.50 points. Tabs, dividers, cover pages, and tables of contents are excluded from the page count, and 11x17 pages for graphics are permitted and count as one page each.
Key clarifications address submission requirements and evaluation criteria. Only the prime firm must sign the conflict of interest form, not sub-consultants. Similar projects in Tab B must be submitted only from the prime firm, not from sub-consultants. Proposers may limit litigation responses in Section E (Litigation) to cases occurring within Florida. Contract revision requests should be submitted with the proposal submittal rather than delayed until negotiations. Proposers must sign the Acceptance of Proposal Terms and Conditions Certification in Tab D and may submit exceptions to agreement language in the designated section. The City maintains adopted budgetary parameters and considers fiscal responsibility favorably in proposal evaluation. Respondents must acknowledge receipt of this addendum by signature and return it to the Procurement Division prior to the submission deadline or include it with their submittal to avoid disqualification.

SUBJECT: SOQ-2026-1421 SAFE STREETS FOR ALL (SS4A)
This addendum is issued to provide additional information, clarification, corrections, additions, deletions and/or answers to questions concerning the above referenced solicitation. All information provided in this addendum is incorporated into the solicitation document as set forth therein. All other parts of the solicitation have been maintained as originally distributed. This addendum supersedes any verbal and/or other instructions given to any bidder/proposer qualified to respond pursuant to the requirements set forth in the solicitation document.
I. DUE DATE
This Addendum does not change the solicitation due date. As such, the solicitation response is due no later than Thursday, April 16, 2026 before 2:00 p.m.
II. QUESTIONS AND ANSWERS (Q&A)
The City has received the following question(s) concerning the solicitation:
Q1: Do sub-consultants need to sign the conflict of interest form or just the prime firm submitting?
A1: Just the prime firm submitting.
Q2: SF 330 Standard is 10 pt font, the RFQ states no less than 12 pt; should SF 330s be in 12 pt font?
A2: 11.50 is acceptable.
Q3: In Tab B for Similar Projects, can projects from subconsultants be submitted or only those done by the prime firm?
A3: Only those done by the prime firm.
Q4: Section 3.07 states "Proposal packages shall be limited to not more than 75 Pages (SF 330 included), printed on a single side of paper, with a font no less than twelve (12) point." I see that the SF330 is included in the 75 pages, but SF330 forms typically use a font size less than 12.
Should SF330s be included or excluded from the 12 point-font limit?
A4: 11.50 is acceptable.

PUR-F-212 10/2024 2
Q5: Included in that same section, it states "printed on a single side of paper." Since this is being submitted digitally, can it be in prepared in a 2-page spread view?
A5: Please print on single side of paper.
Q6: For Tab D it states "Acceptance of SOQ Terms and Conditions. Proposers shall complete the
Acceptance of Proposal Terms and Conditions Certification and have it signed. An authorized signatory shall sign attesting to knowledge of scope of services, committing to the prices as negotiated, and acceptance of the terms and conditions. This form must be signed. As stewards of public funds, the City maintains all adopted budgetary parameters in the performance of its contracts. The ability of the successful proposer to maintain a sense of fiscal responsibility shall be favorably considered in the evaluation of proposals."
If we were wanting to suggest contract revisions, should we still sign the form and just submit the revision request along with it? Or would that be better to wait until negotiations?
A6: Please submit contract revision requests with your submittal.
Q7: We request the City to address problematic indemnity language in Section 5.04
(Indemnification) of the Agreement, as it does not comply with Florida Statute 725.08 by requiring a duty to defend. Will the City please consider rewording this provision to conform with the statute and deleting the requirement to “defend”?
A7: Please include any exceptions to the agreement language in the designated section in your submittal.
Q8: For Tab A, Section E (Litigation), may firms limit their response to litigation that occurred within the State of Florida?
A8: Yes, you may provided limited information and if you are short-listed and the Evaluation
Committee has questions, they can address the question at the informal interview.
Q9: Are tabs/dividers, the cover page, and the table of contents included in the page count?
A9: No they are not included in the page count.
Q10: Are 11x17 pages permitted for larger graphics, such as the project schedule, and if so, do they count as one page toward the page limit?
A10: Yes they are and they are considered one page. Hard copies will not be submitted, only digital copies via Vendorlink, LLC.
