About this file

This exhibit is a preliminary proposed map and prioritized project list for the City of Casselberry, Florida's Safe Streets and Roads for All (SS4A) Planning and Demonstration grant program. The document outlines 22 projects designed to improve roadway safety, pedestrian and bicycle connectivity, and traffic calming throughout the city. Projects include citywide street rehabilitation covering approximately 25% of city street-miles; complete street improvements on Winter Park Drive with construction of a shared use path extending the Casselberry Greenway Trail system; North Triplet Lake Drive and Oakwood Drive improvements with narrowed lanes and widened sidewalks; new trail connections including the Northeast Casselberry Trail and connectivity between US 17-92 and Lake Kathryn Circle; and multiple complete street and safety projects on Wilshire Drive, Park Drive, Crystal Bowl Circle, Sausalito Boulevard, and various other city corridors. Several projects are identified as potential joint ventures with Seminole County, including those on county roads such as Lake Howell Road, Kewannee Trail Extension, and corridors involving Lake Drive and Seminola Boulevard.

The projects incorporate various design elements including roundabouts, raised crosswalks, speed cushions, rectangular rapid flashing beacons (RRFBs), lane narrowing, traffic calming measures with vertical deflection, midblock crossings, and accessibility improvements. Multiple projects are part of the SS4A Implementation Grant recently awarded to the city, with anticipated federal funding supporting several phases of Winter Park Drive improvements and other initiatives. The prioritized project list demonstrates the city's comprehensive approach to Vision Zero goals through infrastructure improvements that balance vehicular movement with enhanced safety and connectivity for pedestrians and cyclists across multiple residential, commercial, and recreational corridors throughout Casselberry.

2. Winter Park Drive Complete Street Improvements - Complete Street improvements to all of Winter Park Drive (from Red Bug Lake Rd to SR 434) based on the 2023 Winter Park Drive Complete Street Study (available at www.casselberry.org/go). A key feature of this project is construction of a shared use path along the east side of Winter Park Drive, which will connect Red Bug Lake Road to SR 434 and significantly extend the Casselberry Greenway Trail system. Other key elements include but are not limited to roundabouts, raised crosswalks, speed cushions, RRFB’s, and lane narrowing. This project is broken into three phases and is anticipated to receive significant federal funding for all phases. (Note the segment from Cannon Way to Marigold Road is excluded from the below phases as it has been integrated into the Central Casselberry Connectivity project, which is already in progress.)

a. Phase 1 – Marigold Road to Seminola Boulevard

b. Phase 2 – Seminola Boulevard to SR 434

c. Phase 3 – Red Bug Lake Road to Cannon Way (note this phase is now anticipated to be designed and constructed as part of a separate SS4A Implementation Grant recently awarded to the City)

3. North Triplet Lake Drive and Oakwood Drive Complete Street - This project will generally narrow

Oakwood Drive and N Triplet Lake Drive by 2-4 ft down to 20 ft and widen existing sidewalks to 7-10 ft without raised curb in order to improve bicycle/pedestrian connectivity from North Sunset Drive to North Winter Park Drive, including improved connectivity to Secret Lake Park.

4. Northeast Casselberry Trail – This project will include a new trail connection linking Murphy Road at Seminola Boulevard to 7th Street at North Winter Park Drive via City-owned property (a portion of the project is in the City of Winter Springs on City of Casselberry property).

5. US 17-92 to Lake Kathryn Circle Connectivity – This project will include a new trail/wide sidewalk to link US 17-92 at Button Road to Seminola Boulevard at Lake Kathryn Circle, including widening the sidewalk on north side of Seminola Boulevard. It may include additional intersection improvements at Button/Seminola/Sunset. This is a potential joint project with Seminole County, as Seminola is a County road.

6. Wilshire Drive Complete Street – This project will include complete street improvements to include lane narrowing to accommodate a trail on Wilshire Drive from Mark David to Brittany and on Mark David from the Casselberry Aquatics Center and Park to Wilshire Drive. Bike lanes will also be constructed on Wilshire Drive from South Winter Park Drive to Mark David. Together with future Brittany Circle Complete Street Improvements, this will help fill a critical gap in the Casselberry Greenway Trail system. Note: related pilot demonstration improvements are planned to be completed under the SS4A grant that is the subject of this solicitation.

7. Park Drive Complete Street – This project will complete bicycle and pedestrian improvements along the corridor, which may include wider sidewalks/shared use path and landscape improvements. It may include narrowing Park Drive to accommodate improvements and slow traffic. It may also include midblock crossing, sidewalk, and related facilities associated with a potential stormwater project for the wetland area next to 1021 Park Drive. It includes Lake Drive and Park Drive intersection safety improvements, which will require coordination with (and potential partial funding by) Seminole County, as Lake Drive it is a County road.

8. Northwest Casselberry Safety and Traffic Calming – This project includes various traffic calming, sidewalk, safety, and connectivity improvements linking North Griffin Drive at 17-92 to North Cypress Way at West Melody Lane. It may include potential additional "Bicycle Boulevard" features.

9. Overbrook Drive Safety and Traffic Calming – This project will include traffic calming improvements with vertical deflection such as speed cushions and raised crosswalks at key locations along Overbrook Drive from Piney Ridge Road to South Triplet Lake Drive.

10. Cultural Corridor Connectivity – This project will include various sidewalk, safety, and connectivity improvements west of US 17-92, including filling in a "gap" in Lemon Lane to complete connection to Anchor Road by building boardwalk/trail to connect the Lemon/Lincoln intersection to Lemon/Anchor Road.
