About this opportunity
Harris County Precinct 2, Texas is soliciting qualified vendors through a Request for Offer (RFO) to provide sidewalk repair services at Location 11 of Wade Camp. This procurement encompasses the construction of Americans with Disabilities Act (ADA) compliant pedestrian facilities, including concrete sidewalks, curbs, curb ramps, shared use paths, and related site improvements across multiple residential streets including Wandering Wood Drive, Black Rock Road, Woodline Drive, Ambershadow Drive, and Moonridge Drive. The scope of work includes seventeen distinct repair tasks with linear footage measurements ranging from 10 to 124 linear feet per location, requiring construction of concrete sidewalks and shared use paths, adjustment of storm sewer infrastructure, backfill and restoration of disturbed areas, traffic control during construction, and installation and maintenance of Storm Water Pollution Prevention Plan mitigation measures. Qualified vendors must demonstrate expertise in ADA-compliant construction, obtain all necessary permits and environmental approvals, comply with Texas Accessibility Standards and applicable specifications from Harris County, TxDOT, City of Houston, and Harris County Flood Control District, and maintain appropriate workers' compensation and general liability insurance coverage. A voluntary pre-bid conference and site visit are scheduled for May 7, 2026, at 9:00 a.m. CST at 14410 Woodline Drive, Houston, TX 77015, with written questions submitted through the Bonfire platform prior to the specified deadline. Sealed proposals must be submitted online through the Bonfire platform at https://harriscountytx.bonfirehub.com/ by 2:00 p.m. local Houston time on May 22, 2026, with late submissions rejected without exception. Payment will be based on actual accepted work completed at unit prices included in the bid, with Harris County terms of Net 30 and invoices accepted only upon project completion. All quoted rates must be all-inclusive, incorporating labor, materials, equipment, testing, and other costs, with no separate line item charges accepted.
Harris County has not designated this procurement as a set-aside for disadvantaged or minority-owned business enterprises, though the solicitation requires contractors to provide HUB/MWBE and Section 3 certification status for all proposed subcontractors. Bidders must certify their residency status as either Texas Resident or Nonresident Bidders pursuant to Texas Government Code Section 2252.001 and provide evidence of current tax registration with Harris County, with delinquent taxes disqualifying bidders from award consideration. The contract value must not exceed $100,000, with a maximum contract term of one year for warranty purposes; contractors must provide a Payment Bond if the project value exceeds $25,000 and subcontractors are utilized. A minimum of 25 percent of the work must be performed by the prime bidder, though contractors may elect to perform the entire contract without subcontractors. The contract is a firm fixed-price agreement where the original price may not be increased by more than 25 percent and may not be decreased by 18 percent or more without contractor consent. All successful offerors must obtain a signed purchase order from the Harris County Purchasing Agent and a Notice to Proceed from the using department before commencing any work, with contractors required to commence work within one business day of the Notice to Proceed and achieve substantial completion no later than five business days following the approved Scheduled Finish Date, with liquidated damages of $500 per business day assessed for non-compliance.
