About this opportunity
Santa Rosa County is issuing Invitation to Bid (ITB) #25-004 for Road Striping services through sealed bidding. The procurement seeks a qualified contractor to furnish all materials, equipment, tools, labor, supervision, and insurance necessary to perform repairs, maintenance, and installation of painted pavement markings, thermoplastic traffic stripes and markings, and raised retro-reflective pavement markings on designated State Highways and County roads. The contract encompasses 44 line items covering various types of thermoplastic markings (profiled and standard), painted pavement markings, preformed thermoplastic markings with symbols and arrows, and raised pavement markers, with estimated quantities ranging from 0.5 to 5,280 linear feet depending on the marking type. All work must comply with Florida Department of Transportation Standard Specifications and the Manual on Uniform Traffic Control Devices, with contractors required to be available to start work within 48 hours of notification and mobilize fully within 48 hours of the Public Works Director's notification. The pre-bid meeting is scheduled for October 16, 2024, at 9:00 a.m. at the Santa Rosa County Public Works Conference Room in Milton, Florida; written questions must be submitted through the procurement portal by 12:00 p.m. on October 23, 2024; and sealed bids are due by 10:00 a.m. on October 30, 2024, through the Santa Rosa County Procurement Portal, with public opening to follow. The contract is structured as an indefinite delivery arrangement on a task order basis with a one-year initial term, renewable for up to two additional one-year periods at the same or reduced price with contractor agreement, with work to commence within ten days of award notification. Pricing is submitted on a unit price basis for each line item, with mobilization fees set at the greater of $1,000 or 5 percent of the total task order cost, negotiable up to 15 percent, and liquidated damages assessed at $250 per day for task orders under $50,000, $500 per day for orders between $50,000 and $99,999, and $1,000 per day for orders of $100,000 and above.
Santa Rosa County encourages participation from small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises without specific set-aside restrictions, and does not discriminate based on race, color, religion, national origin, disability, sex, or age in contract administration. Contractors must maintain Florida State contractor licensure under Chapter 489, Florida Statutes, be registered on the Florida Division of Corporations website (SunBiz), and provide proof of authority to do business in Florida. Required submittals include sworn statements regarding public entity crimes, references from municipalities where similar services were performed within the past three years, conflict of interest certifications, debarment forms, and a scrutinized companies certification; contractors must also carry comprehensive insurance coverage including workers' compensation with $100,000 per accident employer's liability coverage, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and business auto liability of $500,000 combined single limit, with Santa Rosa County named as an additional insured. Performance and payment bonds are required if the contract exceeds $100,000 pursuant to Florida Statutes Section 255.05, and bidders must submit a certified check or bid bond. No specific budget allocation or award value is explicitly stated in the procurement documents; however, the structure of the contract as an indefinite delivery task order arrangement suggests that individual task order values will vary, with total annual expenditures depending on the county's actual road striping needs and the contractor's unit pricing across the 44 line items.
