About this opportunity
The New York State Department of Transportation is soliciting proposals and bids for strategic reserves of road salt across five regions (Regions 1, 3, 5, 7, and 9) under IFB BA26-017, with bids due October 8, 2026 at 11:00 a.m. and a formal Q&A period closing September 28, 2026. All reserves must be physically available and dedicated exclusively for NYSDOT use by January 1, 2027, with complete delivery to various NYSDOT locations within each region by March 31, 2027.
MWBE and SDVOB participation goals apply: 1% for minority-owned enterprises, 8% for women-owned enterprises, and 6% for service-disabled veteran-owned businesses. Bidders holding OGS road-salt contracts under solicitation 23449 for specified counties are excluded from bidding on corresponding lots.
Road salt must meet ASTM D632 Type 1, Grade 1 standards with a minimum 95 percent sodium chloride content, specified particle-size distribution, moisture not exceeding 1.5 percent upon delivery, and anticaking inhibitor treatment of 0.1 to 0.2 pounds per ton. Prices are quoted per ton delivered, net of all duties, including unloading; the contract incorporates a monthly fuel-price adjustment based on US Energy Information Administration diesel prices for New England PADD 1A. Vendors must factor storage costs into pricing; no additional storage payment is provided.
Delivery is distributed across five regional lots: Region 1 (approximately 10,000 tons), Region 3 (27,500 tons), Region 5 (27,500 tons), Region 7 (27,500 tons), and Region 9 (10,000 tons), spanning 26 counties and 127 delivery locations. Bidders may bid on one or multiple lots; award is made to the lowest responsive and responsible bidder by individual lot based on grand total bid amount.
Vendors must demonstrate at least two years of verifiable and satisfactory experience in providing similar services in large commercial or governmental environments and be registered with the New York State Department of State. Attestation of dedicated stockpiles equivalent to 5% of the bid amount for each lot, notarized by an authorized signatory, is required. Contract period runs from Office of the State Comptroller approval through March 31, 2027. Required submissions include MWBE and SDVOB Utilization Plans, certifications under the Procurement Lobbying Act, Executive Orders 16 and 177, NYS Sales and Use Tax Forms, Vendor Responsibility documentation, Workers Compensation certificates, conflict-of-interest affidavit, and proof of required insurance.
