About this opportunity

The Texas Comptroller of Public Accounts Statewide Procurement Division is requesting sealed bids on asphalt and concrete handling and processing equipment under IFB 304T-27-755A1, with bids due August 6, 2026, at 1:30 p.m. Central Time and a pre-bid conference scheduled for July 16, 2026, at 10:00 a.m. CST via Microsoft Teams. Questions are due July 17, 2026, with responses provided by July 22.

The scope includes paver-finisher units (bituminous, pneumatic-tired, self-propelled) with hydraulically extendible vibratory screeds capable of paving widths from 9 feet 10 inches to 19 feet 6 inches or greater, and track-mounted cold planers with minimum 79-inch milling width, four crawler tracks, and front-loading conveyor systems. Approved paver models include Blaw-Knox PF-7170B, CAT AP1000, Vogele SUPER 2003-3i, and Roadtec RP190e or CPA-approved equivalents; approved cold planer models include Caterpillar PM-620 and Wirtgen W 200fi or equivalents. All equipment must be new, latest model, fully assembled, and ready for continuous operation upon delivery. Both units require EPA emissions compliance, 16 hours of factory-trained instruction covering safety and operation, minimum 12-month or 1,200-hour warranty covering 100% parts and labor, and warranty service response within two working days of notification with completion within eight working days. Liquidated damages of $160 per unit per working day apply for delivery delays.

Bidders may select specific highway districts or bid statewide across all 25 Texas districts. Pricing must be firm, all-inclusive, and fixed under FOB Destination terms. A mandatory 1.5% Texas SmartBuy administrative fee applies to all purchases. Annual price adjustments at contract renewal are calculated using the Producer Price Index (WPU112) for construction machinery and equipment. The initial contract term runs from Notice of Award through August 31, 2027, with four renewal options extending through August 31, 2030, and potential additional one-year renewal. CPA may unilaterally renew. No minimum purchase volume is guaranteed. Award may be made to different vendors per district based on best value including specification compliance, price, delivery timelines, and risk assessment. Responses must remain valid for 120 days after the due date.
