This is a specification document (Attachment G) for IFB No. 304T-27-755A1 issued by the State of Texas, Statewide Procurement division (CPA), for the procurement of track-mounted cold planers used in asphalt and concrete pavement milling and profiling operations. The specification details comprehensive equipment requirements for a minimum 79-inch milling width cold planer equipped with four crawler tracks, a front-loading conveyor system, and ancillary components. The equipment must be of current design (within the last 24 months) with more than 10 units operating in North America, with examples including Caterpillar Model PM-620 and Wirtgen Model W 200fi. The specification mandates that all equipment be new, fully assembled, adjusted, and ready for continuous operation upon delivery, and must comply with current EPA emissions standards for off-road diesel engines and all applicable federal and state safety regulations.

The specification establishes detailed technical requirements across multiple systems including a liquid-cooled diesel engine with a minimum 575 SAE J1349 Net Flywheel HP, four hydraulically driven oscillating crawler track assemblies with polyurethane pads, a full hydrostatic drive system providing infinitely variable speeds from zero to a minimum of 3 mph, and a pressurized water spray system with a minimum 600-gallon steel tank. Additional mandatory features include LED work lights, instrumentation gauges for engine and hydraulic monitoring, a front-loading conveyor system with minimum 31-inch belts and 20-foot extension, and comprehensive safety equipment including emergency move systems and warning decals. The contractor must provide 16 hours of factory-trained instruction on safety, operation, and preventive maintenance, original and overhaul manuals, a complete set of replacement filters and belts, and a Manufacturer's Statement of Origin. Warranty coverage is required for a minimum of 12 months or 1,200 hours of use, whichever comes first, covering 100 percent parts and labor. Optional equipment includes washdown systems, canopy covers, air compressors, fine-tooth drums, averaging skis, moldboards with windrow openings, automatic central lubrication systems, camera systems, and light balloon systems. Liquidated damages of $160 per unit per working day apply for late delivery beyond the specified timeframe.
