The contract will span five years, commencing on or about September 1, 2025, and will cover approximately 12-14 facilities in the greater Phoenix area. Key deadlines include a pre-offer conference on June 30, 2025, at 10:00am via Webex, with written inquiries due by July 7, 2025, at 2:00pm, and final offer submissions due by July 15, 2025, at 2:00pm. The pricing proposal includes line items for training sessions (hourly rate), equipment inspection (annual rate), and equipment certification (per piece), with inspections to be conducted during day shift hours between 6:00 AM and 2:30 PM, Monday through Friday.

The solicitation emphasizes substantial insurance requirements, including commercial general liability coverage of $2,000,000 aggregate, automobile liability with a $1,000,000 combined single limit, and workers' compensation coverage. The City requires comprehensive background screening for contract workers and maintains the right to reject proposed personnel. While specific budget ranges are not explicitly stated, the contract includes provisions for Disadvantaged Business Enterprise (DBE) guidelines, aligning with broader City of Phoenix non-discrimination policies. The procurement process involves sealed offers through the City's Procurement Portal, with technical support available via email or an online support feature. Contractors must comply with extensive non-discrimination provisions, including adherence to federal statutes like the Civil Rights Act and Americans with Disabilities Act. Additional requirements include maintaining heat safety plans for outdoor workers, providing cool drinking water, allowing hydration breaks, and ensuring access to shade or air conditioning. The City reserves the right to modify agreements, conduct compliance reviews, and terminate contracts for non-compliance with these comprehensive guidelines.
