The State of Colorado Department of Human Services, Division of Facilities Management, is soliciting sealed bids for a Design/Bid/Build construction project (Project No. 2016-032P15) titled "Colorado State Veterans Community Living Center at Rifle: Resident Safety and Accessibility Improvements" located at 851 East 5th Street, Rifle, Colorado 81650. The scope of work includes construction of a new porte cochere at the building entrance with associated site improvements and comprehensive renovation of an existing licensed two-story nursing home facility totaling 8,164 square feet (4,306 square feet on the first floor and 3,858 square feet on the second floor). Renovation work encompasses new finishes and LED light fixtures in resident corridors and central common areas, replacement of windows in resident rooms and common areas, installation of new automatic sliding entrance doors, exterior window replacements, removal and reinstallation of handrails, corner guard installation, flooring updates with vinyl tile and base replacement, ceiling modifications with new acoustic panels, and landscape improvements including site paving, bollards, flagpole relocation, and plantings. The project includes five alternates for additional scope items: windows in dining and physical therapy areas, automatic sliding entrance doors, light bollards, and light pole relocation. All work must comply with the 2012 International Building Code, 2012 International Fire Code, 2014 National Electrical Code, 2009 ICC/ANSI A117.1 Accessibility Code, and 2012 NFPA 101 Life Safety Code Chapter 18. Qualified bidders must demonstrate general contracting experience with at least two projects exceeding $500,000 in hard costs completed within the last three years utilizing resources from a Colorado office, possess experience with similar scope and complexity projects, and provide evidence of bonding capacity up to $900,000. A mandatory pre-bid meeting and site tour was held on Friday, May 5, 2017, at 10:00 AM, with attendance required (failure to attend or sign in resulted in bid rejection). Written questions were due by May 9, 2017, with answers issued May 11, 2017. Sealed hard copy bids were due by 2:00 PM Mountain Daylight Time on May 15, 2017, at the Division of Facilities Management, 4112 South Knox Court, Denver, Colorado 80236. Contract negotiation was scheduled for May 16, 2017, with projected contract approval by June 9, 2017, and anticipated construction commencement in June 2017 with completion by November 2017. Work hours are restricted to Monday through Friday, 8:00 AM to 6:00 PM, with the facility remaining operational during construction.
Preference is given to Colorado resident bidders and Colorado labor as provided by law, with preference also given to products extracted or manufactured within 500 miles of the project site. No specific set-aside designations for disadvantaged enterprises are identified in the procurement documents. A 5% bid bond is required with each proposal, and the successful contractor must obtain performance bonds and labor and material payment bonds, comprehensive general liability insurance ($2,000,000 aggregate), builder's risk insurance, and workers' compensation insurance. The contractor must comply with unauthorized immigrant verification requirements under Colorado Revised Statutes 8-17.5-101 and 24-76.5-101. No incumbent vendors or current contractors are identified in the documents. The project will integrate with existing electrical systems including a 2000 kVA pad-mounted transformer and 200-amp main distribution panel, requiring coordination with existing site lighting controls, emergency egress systems, and occupancy sensor systems (Watt Stopper DT-300-W with BZ-150 power packs). The estimated construction cost is $737,000, with final settlement notice to be advertised via electronic media per C.R.S. 38-26-107(1) given the project value exceeds $150,000. No liquidated damages provisions are included in the contract.
