About this opportunity
The Rhode Island Department of Transportation (RIDOT) is issuing a Request for Proposals (RFP) to procure qualified planning consultant services to develop sustainable long-term transportation asset management solutions for three critical corridors in Warren, Rhode Island: Market Street, Child Street (RI-103), and Metacom Avenue (RI-136). The primary objective is to maintain access to these corridors in response to the Town of Warren's planned managed retreat strategy. Qualified planning consultants must propose comprehensive strategies and solutions that address resilience and adaptation of these transportation assets to ensure continued functionality despite anticipated environmental or land-use changes. Proposals will be evaluated on technical merit in addition to cost considerations, with evaluation criteria including the quality of proposed solutions, consultant qualifications and experience, and pricing structures submitted as hourly rates or alternative fee arrangements. The solicitation period runs from April 10, 2026, through May 8, 2026, with vendor questions accepted through April 29, 2026, at 5:00 PM EDT. Proposals must be submitted electronically through Ocean State Procures by May 8, 2026, at 1:00 PM EDT. The initial contract period will begin in June 2026 for a three-year term. Vendors must possess professional liability insurance with $2,000,000 per occurrence and $2,000,000 annual aggregate coverage, along with general liability, workers compensation, and automobile liability insurance, and must provide current Financial Review Reports or Audited Financials performed by CPAs.
The RFP includes Inclusionary Small Business Enterprise (ISBE) participation requirements, with points awarded based on proposed utilization rates for minority-owned, women-owned, and disability business enterprises, creating set-aside considerations for disadvantaged business participation. All vendors are eligible to respond to this procurement; however, selected consultants must maintain active registration in the System for Award Management (SAM) prior to contract award and complete mandatory federal and state compliance certifications including Certification Regarding Debarment, Conflicts Disclosure Policy, Lobbying Form, and USDOT Standard Title VI Assurances. A contract administrative fee of 0.33 percent of annual contract spend will be withheld from invoices. No incumbent vendor or current contractor information is provided in the solicitation documents. Proposals require submission of a Vendor Certification Questionnaire, Technical Proposal, Cost Proposal, ISBE Participation Plan, Supplemental Bidder Attestation Form, and all required compliance documentation. The solicitation does not specify an explicit award value or budget range; pricing will be evaluated as part of the competitive proposal process.
