About this file
This is an addendum notification issued by the Rhode Island Department of Transportation (RIDOT) for RFP No. TRFP26006507 regarding consultant services for the Warren Resilience and Managed Retreat Research and Strategies project. The RFP solicits qualified planning consultants to develop sustainable long-term transportation asset management solutions for three critical corridors in Warren, Rhode Island: Market Street, Child Street (RI-103), and Metacom Avenue (RI-136). The project aims to maintain access to these corridors in response to the Town of Warren's planned managed retreat strategy. The original solicitation period ran from April 10, 2026, through May 8, 2026, with vendor questions accepted through April 29, 2026, at 5:00 PM EDT. Per Addendum No. 1, the proposal due date has been extended to May 15, 2026. Proposals must be submitted electronically through Ocean State Procures. The initial contract period will begin in June 2026 for a three-year term. Proposals will be evaluated on technical merit and cost considerations, including the quality of proposed solutions, consultant qualifications and experience, and pricing structures submitted as hourly rates or alternative fee arrangements.
Vendors must possess professional liability insurance with $2,000,000 per occurrence and $2,000,000 annual aggregate coverage, along with general liability, workers compensation, and automobile liability insurance. Consultants must provide current Financial Review Reports or Audited Financials performed by CPAs and maintain active registration in the System for Award Management (SAM) prior to contract award. The RFP includes Inclusionary Small Business Enterprise (ISBE) participation requirements with points awarded based on proposed utilization rates for minority-owned, women-owned, and disability business enterprises. A contract administrative fee of 0.33 percent of annual contract spend will be withheld from invoices. All vendors are eligible to respond; however, selected consultants must complete mandatory federal and state compliance certifications including Certification Regarding Debarment, Conflicts Disclosure Policy, Lobbying Form, and USDOT Standard Title VI Assurances. The solicitation does not specify an explicit award value or budget range, as pricing will be evaluated as part of the competitive proposal process.
