About this file

This Q&A document addresses vendor inquiries submitted to the Rhode Island Department of Transportation (RIDOT) regarding Request for Proposals TRFP26006507 for consultant services to develop transportation asset management solutions for three critical corridors in Warren, Rhode Island. The RFP solicitation period runs from April 10, 2026, through May 8, 2026, with vendor questions accepted through April 29, 2026, at 5:00 PM EDT. Proposals must be submitted electronically through Ocean State Procures by May 8, 2026, at 1:00 PM EDT. The initial contract period will begin in June 2026 for a three-year term. The Q&A clarifications address three substantive inquiries: the availability of documents referenced in the "A Rhode Less Traveled: Coordinating Infrastructure Renewal with Managed Retreat" grant application (with the final Fuss and O'Neill report attached for reference), the applicability of Appendix B and ISBE participation requirements, and the format for submitting staff certifications and professional registrations.

Key clarifications include confirmation that Inclusionary Small Business Enterprise (ISBE) participation does not apply to this project due to its federal funding status, eliminating the requirement to submit an ISBE Participation Plan. Staff certifications and professional registrations may be included within resumes during proposal submission, with applicable certifications and professional registrations required prior to contract execution if the firm is selected. Vendors must maintain professional liability insurance with $2,000,000 per occurrence and $2,000,000 annual aggregate coverage, along with general liability, workers compensation, and automobile liability insurance, and must submit current Financial Review Reports or Audited Financials performed by CPAs and complete federal and state compliance certifications including Certification Regarding Debarment, Conflicts Disclosure Policy, Lobbying Form, and USDOT Standard Title VI Assurances. A contract administrative fee of 0.33 percent of annual contract spend will be withheld from invoices, with pricing evaluated as part of the competitive proposal process through hourly rates or alternative fee arrangements.

Under the Standard RFP Solicitation Specifications “Section 4. Proposal Contents,” it indicates Appendix B. MBE, WBE and/or Disability Business Enterprise Participation Plan (“ISBE Proposal”) is to be uploaded in the “Price Evaluation Attachments” section. Is this attachment still required if Appendix B is not included in this solicitation and no ISBE participation goal is noted?

ISBE does not apply to this project since it's federally funded.

On page 5 under Staff Qualifications, it states that "Respondents shall include any applicable certification(s) and/or professional registration(s) which are pertinent to this project initiative." Do we need to include individual licenses, or does listing licenses and certifications on team members' resumes satisfy this requirement?

Staff certifications can be included under resumes. If your firm is selected, applicable certifications and/or professional registrations need to be sent prior to signing an agreement. TRUE Apr 29, 2026
