About this opportunity
The Atlanta Regional Commission (ARC) is requesting proposals for full-service employee benefits consulting, third-party administration, and managed benefits services under RFP639, with proposals due June 26, 2026. ARC site registration and application approval must be completed prior to proposal submission — a mandatory procedural gate.
ARC is serving approximately 215 full-time employees plus 80 retirees and COBRA participants currently covered under self-funded medical plans through UMR and Humana Medicare Advantage, along with dental, vision, life insurance, disability, flexible spending accounts, and supplemental benefits. The scope encompasses integrated consulting, compliance, vendor management, data analysis, and day-to-day administrative support across all benefits lines. The awardee must serve as an operationally engaged full-service partner, though ARC expressly states preference for integrated solutions; proposals may address all functions or several as appropriate.
Minimum qualifications require valid Georgia insurance licenses, at least ten years of continuous experience in benefits consulting or TPA services to governmental employers, active management of at least three public-sector accounts in Georgia, and professional liability coverage of at least $5 million per occurrence. The contractor must also carry commercial general liability of $1 million per occurrence, cyber liability of $5 million per occurrence, and fidelity bond or crime coverage of $1 million, with ARC named as additional insured.
The contract term runs through December 31, 2029, with two optional one-year renewals at ARC's sole discretion. Anticipated contract start is August 17, 2026. Evaluation is weighted on firm qualifications and public-sector experience (15%), service breadth and quality (30%), service team qualifications (15%), technology and data analytics (10%), cost and value (25%), and references and outcomes (5%). Fee proposals must be submitted separately and clearly labeled, expressed on per-employee-per-month, annual flat fee, or percentage-of-premium basis, with all compensation sources disclosed including brokerage and override commissions. Questions are due June 10, with responses posted by June 15. Shortlisted firms participate in in-person interviews July 14–16, 2026.
