About this opportunity
The Los Angeles Community College District (LACCD) is conducting a Request for Proposal (RFP No. 25-05) for comprehensive Program Management Services to oversee its Bond Program covering Propositions A and AA and Measures J, CC, and LA. The procurement seeks a qualified firm to manage a complex development and construction program spanning nine college campuses and three satellite campuses, with an initial two-year contract potentially renewable annually up to five years. The selected Program Manager will be responsible for managing four primary Strike Teams focusing on housing initiatives, sustainability and digital twin technologies, IT and technology infrastructure, and district-wide capital projects. Mandatory pre-proposal conferences were held on March 13, March 18, and virtually on March 21, 2025, with the proposal submission deadline set for April 9, 2025, at 2:00 p.m. Pacific Time. Proposal evaluation will include a technical proposal and interviews scheduled for May 13-14, 2025, with final ranking anticipated on May 19, 2025. The evaluation criteria emphasize technical capabilities, experience, and the ability to deliver comprehensive program management services across multiple complex educational infrastructure projects.
The LACCD demonstrates a strong commitment to local and diverse business participation, requiring the Program Manager to provide at least 20 paid internships to currently-enrolled students throughout the contract term. The district aims to maximize participation of Local, Small, Emerging, and Disabled-Veteran owned businesses in the procurement process. The contract has a maximum compensation limitation of $97 million for Program Management Fees and an additional $4 million for Reimbursable Expenses over the five-year term. Based on the Notice of Intent to Award document, Jacobs Project Management Co. is anticipated to be selected for the contract, pending Board of Trustees approval on June 11, 2025. The bond program is funded through voter-approved general obligation bonds, with a total authorization of approximately $11.005 billion across five bond measures. Proposers are subject to strict communication protocols, with all inquiries directed exclusively to the District Procurement Manager, Ms. Dorothea Mc Farline, and unauthorized communications potentially resulting in proposal disqualification.
