About this opportunity

Los Angeles Community College District is requesting proposals for administration of Health Reimbursement Arrangement (HRA), Flexible Spending Account (FSA), Continuation of Benefits (COBRA), and Assembly Bill 528 programs under RFP 26-06, with proposals due September 12, 2026 at 2:00 p.m. Pacific Time and a mandatory pre-proposal conference on August 11, 2026.

LACCD reserves the right to award a single contract to one vendor, multiple contracts to different vendors, or combine programs as deemed appropriate. Proposers must be authorized to do business in California and maintain seven years of records retention.

The scope requires separate cost proposals for each service line. Deliverables include comprehensive plan design support, claims administration, employee enrollment and education, compliance reporting, and ongoing account management across HRA, FSA, COBRA, and Assembly Bill 528 (California Education Code 7000) programs. Proposers must provide resumes of key personnel, references from at least three similar clients, completed W-9, financial statements, non-collusion affidavits, non-discrimination certifications, and confidentiality agreements.

The contract term is five years, effective January 1, 2027 through December 31, 2032, with either party able to terminate on 30 days' written notice. LACCD serves over 6,000 full- and part-time employees across nine colleges and anticipates approximately 248,386 full- and part-time students for the 2024–25 academic year.

Evaluation criteria (100 points total): specialized experience and technical competence (30 points), professional qualifications and staff experience (20 points), work plan (20 points), fee structure (20 points), and Small, Local, Emerging Disabled Veterans Business certification status (10 points). Cost evaluation applies a formula where the lowest-cost proposal receives the maximum score. Questions are due August 21, 2026 at 2:00 p.m. Pacific Time, with responses posted by August 30. Interviews with the top three-ranked proposers are scheduled for September 18–19, 2026, with anticipated award October 1 and Board approval December 16, 2026.
