About this opportunity
The Salt Lake City School District is requesting proposals for Construction Manager/General Contractor services for renovation of the former Riley Elementary School into a Career Technical Center, with proposals due October 22, 2026 and a mandatory pre-proposal conference on October 6, 2026 at 10:00 AM.
Vendors must hold a current Utah B100 General Building Contractor license, demonstrate bondability up to the Fixed Limit of Construction Cost (FLCC), and provide proof of no debarment or contract termination history. The project scope includes substantial renovations to the site at 1410 South 800 West, Salt Lake City, creating ten career technical program pathways including advanced manufacturing, aerospace, healthcare, digital technology, construction, and public safety. Preliminary architectural drawings indicate two-level renovation with specialized instructional spaces, labs, classrooms, and support facilities.
The FLCC is $32 million. Pricing must include fixed or percentage-based preconstruction fees, construction management fees, construction supervision costs, and general conditions. Bonding costs may not exceed 1% of each bid package. CM/GC change order markups are capped at 5%; subcontractor markups at 10%. The CM/GC must provide a $100,000 site security allowance and weather allowance amounts specified in the proposal. If final costs are less than or equal to the approved Guaranteed Maximum Price, the CM/GC receives 30% of savings or $100,000, whichever is less. All pricing must be guaranteed for the entire contract term.
Construction is projected from December 2026 through June 2028, with the first student cohort enrolling in August 2028. The contract extends through the construction warranty period. Evaluation occurs October 23–November 4, with in-person interviews on November 5 and award anticipated November 17. The evaluation scoresheet allocates 800 points (80%) to technical criteria and 200 points (20%) to price, with a mandatory 75% technical threshold (600 points) for responsiveness. Proposals must not exceed 40 pages and must be submitted through the Bonfire system. All questions must be submitted through Bonfire or addressed via authorized addenda.
