About this opportunity

The Oregon Health Authority, Public Health Division, is soliciting proposals under RFP 6314 for panel survey services supporting the Oregon Behavioral Risk Factor Surveillance System State Supplemental Panel Survey, with questions due November 6, 2026 at 5:00 p.m. Pacific and proposals due November 23, 2026 at 3:00 p.m. Pacific through OregonBuys (Bid # S-44300-00018189). The solicitation carries no set-aside or preference. It does require every proposer to submit a Certified Disadvantaged Business Outreach Plan (Attachment E), which is mandatory but explicitly non-scored, and to commit to reporting subcontractor identities and values to the Oregon Certification Office for Business Inclusion and Diversity (COBID), consistent with Oregon's requirement that certified firms receive equal opportunity to compete for state-funded subcontracts under ORS 200.055.

The contractor must conduct probability and non-probability (opt-in) panel surveys in two waves, Spring 2027 and Fall 2027, with an anticipated 1,000 respondents per wave per panel type, subject to negotiation. Work includes recruiting and managing panels, programming and testing OHA-provided questionnaires, running online surveys over a minimum two-week window per wave, sending reminders, and providing incentives such as gift cards or charitable donations, based on a 15-minute survey length. Deliverables include preliminary datasets within two weeks of Wave 1 completion, final weighted datasets within 30 days of Wave 2 completion, and a summary report. At least one key person must have a minimum of five years of direct probability and non-probability panel experience, and the proposer must currently employ or subcontract programmers, recruiters, supervisors, monitors, a data manager, and a project manager. Proposals are firm for 180 days.

The initial term runs January 1, 2027 through December 31, 2028, with options to extend to a cumulative maximum of five years. The price proposal requires fully loaded hourly rates for each key person, with salary and fringe listed separately, plus a total project price. Oregon's Pay Equity Certificate applies if the proposer employs 50 or more full-time workers and the contract exceeds $500,000. Contracts anticipated at $150,000 or more require a sexual harassment prevention policy. Work products become the exclusive property of OHA, and the contractor must handle Social Security Administration and Federal Tax Information records under confidentiality protections.

Round 1 scoring totals 100 points: implementation strategy and management plan (30), panel recruitment processes and quality assurance (35), technical expertise and organizational capacity (10), key personnel qualifications and availability (10), price (10), and cover letter and executive summary (5). No pre-proposal conference will be held. OHA anticipates issuing a Notice of Intent to Award on or about December 15, 2026, followed by a seven-calendar-day protest period.
