About this opportunity

Ventura County is seeking proposals for RFP 6231, a comprehensive Cost Accounting and Decision Support System for the Ventura County Medical Systems. The procurement involves implementing a sophisticated system that will integrate with existing platforms including Cerner Millennium EHR, Oracle VCHRP Payroll, and PeopleSoft General Ledger to enable advanced financial capabilities across Ventura County Medical Center Hospital, Santa Paula Hospital, Ambulatory Clinics, and Health Care Agency Administration. The primary objectives include developing robust Accounting Cost Modeling, Financial Analytics, Management Reporting, and Productivity Analysis capabilities. Proposing vendors must provide full implementation, training, maintenance, and support services, with a detailed submission including company profiles, personnel qualifications, three references from similar projects, financial statements, and compliance documentation. Key dates include a non-mandatory pre-proposal conference on November 24, 2025, at 10:00 a.m. via Microsoft Teams, a question submission deadline of December 2, 2025, proposal due date of December 10, 2025, and anticipated contract award in January 2026 with project commencement in April 2026. Evaluation criteria will consider proven performance, contract term compliance, technical specifications, and cost reasonableness.

The RFP does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Proposing vendors must meet comprehensive insurance requirements, including $1,000,000 General Liability, $1,000,000 Commercial Automobile Liability, Workers' Compensation per California statutory requirements, and $1,000,000 Professional Liability. The contract term is initially 12 months for integration and implementation, with potential extensions for two additional one-year periods contingent on Board of Supervisors' fund appropriation. Proposals must be submitted online through the Ventura County Vendor Information Portal and remain valid for 90 calendar days. While no specific budget range is provided, the RFP notes that Board of Supervisors approval is required for contracts exceeding $200,000. Vendors are required to submit a detailed cost proposal using the standardized Attachment B form, itemizing one-time and recurring costs across a five-year period, with no reimbursement for travel or out-of-pocket expenses. The County reserves the right to reject any proposals and conduct site visits to assess vendor capabilities.
