The scope includes a methodology report with population and employment forecasts; detailed facility inventory assessments and level-of-service analyses for the three service areas; impact cost calculations; updated impact fee schedules and ordinances compliant with the Georgia Development Impact Fee Act of 1990; amendments to the County's Comprehensive Plan Impact Analysis Element; an implementation handbook covering administrative processes; installation and training for a computerized fee assessment and collection program; and continuing services.
Evaluation criteria total 100 points: qualifications and relevant experience (35 points), experience and availability of key staff (20 points), methodology and technical approach (35 points), and cost proposal (5 points), with a DBE participation benchmark earning up to 5 additional points and oral presentations potentially adding up to 15 more points. The County reserves the right to negotiate fees and scope with the highest-ranked proposer and, if negotiations fail, with the second-ranked proposer.
The contractor must provide workers compensation at statutory limits, commercial general liability at $1 million per occurrence, automobile liability at $1 million, professional liability at $1 million, and umbrella coverage at $2 million. Cost proposals must include a detailed fee schedule broken down by task with hourly rates for project personnel; all costs are inclusive of printing, copying, postage, travel, and other expenses.
