About this opportunity

The State of Michigan Department of Technology, Management & Budget is requesting proposals for statewide janitorial services across Prosperity Regions 1–10, effective January 1, 2027, with proposals due August 6, 2026 at 3:00 p.m. Eastern. A Tier One pre-qualification process awards contracts to vendors scoring 80 points or higher based on best value; Tier Two involves location-specific RFQs with final awards through Delivery Orders. The structure is open to multiple award winners. Questions are due July 23, 2026, with an optional pre-proposal meeting on July 20, 2026 via Microsoft Teams.

Scope covers floor cleaning (carpeted and non-carpeted surfaces), carpet deep cleaning, restroom sanitization, trash and recyclables management, breakroom and exterior maintenance, snow removal, and periodic services including carpet extraction and floor refinishing. Contractors must demonstrate compliance with detailed operational requirements including background checks and drug testing for all staff, LEIN clearance, on-site Safety Data Sheets for all chemicals, two-hour emergency response capability, and weekly inspections with eight-business-hour deficiency correction. Certain locations designated as Community Rehabilitation Organization (CRO) Set-Asides receive bids only from non-CRO vendors if no responsive CRO bids are received or CRO bids exceed fair market value. If subcontractors perform more than 20% of work, at least 20% of that subcontracted work must be performed by Michigan-based Geographically Disadvantaged Business Enterprises.

The contract runs through December 31, 2029, with up to four one-year renewal options at the State's discretion. Contractors pay a one percent administrative fee on all payments and must maintain Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million per accident), Workers Compensation, and Employers Liability ($500,000 per accident and aggregate disease). Federal compliance applies, including Contract Work Hours and Safety Standards Act requirements (overtime at 1.5× for hours exceeding 40 per week) and Byrd Anti-Lobbying certifications. Payment is by Electronic Funds Transfer within 45 days of invoicing. Performance penalties range from $25 to $500 for unsatisfactory conditions, inadequate staffing, late reporting, and snow removal failures; unverified employee background checks and drug testing incur $100 per unverified employee per day or 10 percent of the monthly invoice, whichever is greater. Proposals must include Statement of Work responses (Schedule A), pricing matrices (Schedule B), equipment lists (Schedule G), Vendor Questions Worksheet responses, and service level agreement and insurance documentation in modifiable native formats. Evaluation weights 100 technical points (Statement of Work sections 40 points, additional sections 25 points, security requirements 5 points, Vendor Questions Worksheet 15 points, equipment 5 points, Service Level Agreement compliance 10 points) plus pricing consideration for best-value award.
